1)    Full terms and conditions applied to public bus and school bus
service operators principally located within, or operating from premises
within, the county of Powys

2) Tendering procedures for the awarding of contracts to operators of the
above services – An open tender has been issued to establish a framework
agreement.  Under the framework agreement, further competitions are used
to allow suppliers on the framework to bid for the contracts.

 

3) Details of methodology used to ensure public transparency of any such
contracts awarded – a notice is issued through the Welsh National
Procurement website, Sell2Wales, which subsequently issues the notice in
the Official Journal of the European Union.  The tender opportunity is
issued through the eTenderwales tender portal. All awards of contract are
published in the same way as tender in accordance with Procurement
regulations

 

4) Procedures to ensure compliance with EU directives 2004/18/EC,
2014/23/EU, 2014/24/EU, and 2014/25/EU – PCC has a centralised
procurement function to ensure compliance with ‘The Public Contract
Regulations 2015’ and internal contract rules. 

 

5) Details of contracts awarded (if any) where the requirements of the
above directives have not been met in full – n/a

 

6) Procurement policies relating to the aggregation of multiple low value
contracts awarded to a single supplier, where the total value of contracts
would require different rules if awarded as a single contract – any
contracts are awarded through a further competitions under the framework
so therefore complies with aggregation rules.
