Parole Records for Edward Bartley convicted serial rapist and reoofender

This request has been withdrawn by the person who made it. There may be an explanation in the correspondence below.

Spencer Hemming

Dear Parole Board for England and Wales,

We would like information relating to parole hearings and updates with the catogory of the prisoner or reduction to Cat A status.

Edward Bartley (The offender) was convicted in 1994 at the Old Bailey for 7 accounts of rape and serious sexual and criminal offences. Edward Bartley also Known as the Battersea Beast.

He was released on parole only to reoffend then reconvicted in 2009 of Kidnap Rape abduction using a white van to drag his victims of the street,
He was sentenced to 30 years

He has only served 10 years of that sentence.

The evidence strongly suggest he will reoffend.

Can the public be notified of any plans to a reduction in category or even a parole programme at this stage as this wholey unfair to the victims and those closely involved in his convictions this is overwhelmingly against public interest.

There is a strong case that this offender is a serious danger to the public at anytime he is released or in a programme to be lower graded.

This will avoid huge legal costs to the public purse.

Most importantly it will Empower the terrified victims, Witnesses that wait for a once a year letter to see if a huge injustice will occur.

This offender is not currently in the public domain at all and he should be.

Yours faithfully,

Spencer Hemming

Dear Nazreen Khan,

Thank you for your recent response. Could you advise as to whether a direct question response would have a more successful outcome with the parole board FOI.?

For eg Is Edward Bartley (Convicted serious sexual offender), under any current parole board consideration or time frame on next hearing opportunity?

For eg 2 Is Edward Bartley (Convicted serious sexual offender), under any future parole board considerations for release or a programme for parole in place or time frame?

Do i need to resubmit or can we move forward with this email alone avoiding another statutory 30 days ? Under GDPR

Yours sincerely,

Spencer Hemning

Dear Parole Board for England and Wales,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Parole Board for England and Wales's handling of my FOI request 'Parole Records for Edward Bartley convicted serial rapist and reoofender'.

I believe under disclosure this would overwhelming public interest as such under the new law following Worbouys conviction. We see no difference between cases

FOI and new law provides a basis for victims witnesses to be aware in exceptional cases this is one.

This offender should be in public domain whether through Foi or through Google references searches.

This convicted offender has reoffended in horrendous circumstances.

Dear Gary Hopper,

Hi it's been some time since we have had a correspondence. I have an important update. I'm not sure whether we need to the re submit. However ss per previous submission now on the public domain. This offender has a parole hearing on the 10th January 2020. The key witness has notified me and is terrified. Is this day and hearing under public interest. This man was convicted of multiple rapes and torture. Released to reoffend dragging a a girl of the street in his van to rape again and convicted. His sentence was over 100 years as I understand. How can this convicts parole hearing not be in the public interest
Does he have any right to anyomity?
I can resubmit and reword as directed to get the right disclosure.

Many Thanks

Spencer Hemming
Advocate of justice

Yours sincerely,

Spencer Hemming
