I would like all records held that were before the Parole Board when making the decision to release JOHN RADFORD (formerly known as JOHN WORBOYS). This decision was recently subject to judicial review - DSD And NBV & Ors R (On the Application Of) v [2018] EWHC 694 (Admin) (28 March 2018).
Obviously you are entitled to redact names of victims of his crimes.

Does the new rule mean that the PB cannot release a summary for any decision made before 22 May 18?

Dear Parole Board for England and Wales,
BACKGROUND
Rule 3(2) provides:
"(2) Where any other person seeks disclosure of a summary of the reasons for a decision recorded under rules 14(7) or 24, the Board must produce and disclose a summary to that person if the Board chair considers that the public interest in the principle of open justice justifies disclosure."
I am interested in justification for disclosure and how the Board will consider public interest and how the public interest is served.
REQUESTS
1.Provide a copy of any guidance, advice, rules, etc. given to the Parole Board/Board chair by the Govt. (including any Sec. of State, Govt. dept., Minister, civil servant or other persons) regarding "the public interest in the principle of open justice justifies disclosure" quoted above.
2. Provide summary of the reasons for a decision recorded under rules 14(7) or 24 of the Parole Board Rules 2016 for all decisions made between 22 May 2018 and 27 May 2018. Please restrict this to the first 2 (tow) decisions made in chronological order for men and first 2 (two) decisions made in chronological order for women. That is a total maximum of 4 (four) summaries. That should be well within the costs limit under FOIA.
In the event that you refuse this request in full or in part, I ask that the chair give full reasons, stating in detail, how the public interest test was decided.
