Dear Department for Education,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Education's handling of my FOI request 'Parliamentary Interest in LGBT+ policy'.

ACCOUNT, Unmonitored, Department for Education

Dear Theodore
Thank you for writing to the Department on 21 April 2022 to follow up your
earlier freedom of information request (2022-0002060) received on 16
January 2022.
I have looked on the administration system and from what I can see, a
response was issued on 31 January 2022 which I have copied for you below.
The response is sent via a central unmonitored account so I am unable to
confirm a receipt on your end.
If you would consider the points raised in the correspondence, I would be
happy to talk you through how the freedom of information process works to
enable you to find the information you would like.
I am usually in the office on Tuesday, Wednesday and Friday each week and
if you would like to email me directly, we could look at arranging a slot
to have a chat:

My email is: [1][email address]
Very best wishes

Karen Gregory

[2022 – 0002060]

31 January 2022

Thank you for your request for information, which was received on 16
January 2022.
You requested:

Under the Freedom of Information Act, please could you provide me with:

1) Any correspondence from any ministerial department, Member of
Parliament or Member of the House of Lords on the matter of:

a) The Department for Education's relationship with Stonewall and/or
Mermaids since 2018.

b) Any Department for Education policy regarding LGBT+ employees since
2018.

c) Any Department for Education policy and/or guidance regarding gay,
lesbian, bisexual or transgender students

2) Any communications or correspondence either written by or given to the
Secretary of State for Education, the Permanent Secretary of the
Department for Education or any other minister at the Department for
Education regarding

a) The Department for Education's relationship with Stonewall since 2017

b) The Department for Educations' statements, public announcements or
press statements regarding LGBT+ policy and/or internal Department for
Work and Pensions policies towards LGBT+ staff since 2015.

3) If any communications between the Department for Education and the
Equality and Human Rights Commission on LGBT+ issues since 24 July 2019
have occurred, and if so, to provide them.

For Part 3 of my request, please limit to all correspondence from the EHRC
to the DfE but limit responses to the EHRC as those signed by a Government
minister, a parliamentary private secretary or the Permanent Secretary of
the Department for Education

I have dealt with your request under the Freedom of Information Act 2000.
The Department is unable to confirm whether it holds the information you
have requested, because it estimates that the cost of determining whether
it holds the information would exceed the cost threshold applicable to
central government.
This is £600 and represents the estimated cost of one person spending 3½
working days in determining whether the department holds the information.
Under section 12 of the Act the department is therefore not obliged to
comply with your request and will not be processing it further.
The department receives and issues thousands of pieces of correspondence
relating to LGBT, Stonewall and other related topics and organisations
that are managed across various policy teams and correspondence management
units, we would therefore have to manually search for the information
requested.
I have considered ways in which your request might be narrowed or limited
in order to reduce the cost of complying with it. It may help if I outline
this further:
1. Limiting the scope of the search to a specific request that relates to
one topic or organisation, and for example by one government.
If you have any queries about this letter, please contact me. Please
remember to quote the reference number above in any future communications.
If you are unhappy with the way your request has been handled, you should
make a complaint to the Department by writing to me within two calendar
months
of the date of this letter. Your complaint will be considered by an
independent review panel, which were not involved in the original
consideration of your request.
If you are not content with the outcome of your complaint to the
Department, you may then contact the Information Commissioner’s Office.
