ParkingEye issuing tickets on statutory land at Southampton Quay

ParkingEye are currently under investigation for issuing tickets and pursuing claims under the Protection of Freedoms Act 2012 at Southampton quay. This is land subject to byelaws where the Protection Of Freedoms Act does not apply.

Your reference for this is: MSU 111644/ACTS 89109

1) Please inform me when the DVLA were first informed that ParkingEye were issuing tickets at Southampton Quay under POFA 2012 even though byelaws were in force.

I am writing to request an internal review of Driver and Vehicle Licensing Agency's handling of my FOI request 'ParkingEye issuing tickets on statutory land at Southampton Quay'.

Please can you clarify your response. Byelaws are a matter of record. They are approved by the SoS for Transport. As the DVLA is an executive agency of DfT, that means they must have been aware of the byelaws the moment the SoS made them. Please can you therefore clarify when the DVLA became aware that ParkingEye were issuing tickets claiming kepeer liability under PoFA 2012. For the purposes of clarification, please if possible also provide the documentary evidence, such as emails, letters, etc.
