Parking tickets issued by Sheffield city council

The request was successful.

Dear Sheffield City Council,

1. I would like to request the raw data set of parking tickets
issued in the name of the council within the last five year period
(22 April 2010 till now) broken down by:
date, time, location, narrative of infraction, current status of
case, next status of case, transaction details (ie. date, time and
method of payments made), officer ID.

2. I would also like to request any information regarding
‘reward’/bonus schemes/contracts in place for your parking
enforcement officers. This is envisaged to cover the details of any
systems, including (where bonuses are paid) the amount per officer
per year, for the last five years.

Regarding part 1. ideally I would like the location unit to be
'street' but if this is not practical then under your section 16
duty to advise and assist I would expect you to contact me to
discuss how you record this geospatial data so that I may narrow my
request in a way that works for both of us.

As a supplementary, under section 16, I would also ask that you
provide some detail about the recording processes of this parking
information. E.g. What software is used? What data fields are
recorded? What other data sets it links to, etc.

If this information is held by an outside contractor then it is
your responsibility under the FOIA to obtain that information.

If it is held by another public body then please can you inform me
of this and if possible transfer the request to that public body.
My preferred format to receive this information is by electronic
means. For both parts I would like the response to be in the form
of a raw text file, tab delimited, with text qualifiers where
required.

If you need any clarification of this request or if it is too broad
in any way please feel free to email me. If some parts of this
request
are more difficult to answer than others please release the
answerable material as it is available rather than hold up the
entire request for the contested data.

If FOI requests of a similar nature have already been asked could
you please include your responses to those requests.

Yours faithfully,

Sarah Marshall

Dear Ms Marshall

Re: Freedom of Information Request – Reference FOI 96

Thank you for your recent request for information regarding Parking
tickets issues in Sheffield and reward scheme for parking enforcement
officers, which we received on 22^nd April 2015.

Please find below, Sheffield City Council’s response to your request:

Initially please accept our apologies for the delay in response to your
FOI, this case has taken more time than expected to collate the requested
information.

The data provided in the attached spreadsheet relates to PCNs issued since
15 June 2011 when we started using our current notice processing system.
We have been unable to provide information from before this time.

We are unable to provide transaction details for PCNs by date, time,
method of payment – the payments are transferred onto our system via a
separate system on a daily basis; what is transferred in does not contain
the information requested.

The contravention code and a very basic description for PCN types is
listed within the attached spreadsheets. A more detailed description by
code is available at [1]http://www.patrol-uk.info/

We do not operate any ‘reward’/bonus schemes/contracts for our parking
enforcement officers.

Our PCN Notice Processing software is Gateway (provided by Imperial Civil
Enforcement Solutions Limited). Data specific to individual PCNs is
documented by enforcement officers – this includes observation times,
issue times, vehicle registration / makes / colour, who the issuing
officer is, how the PCN was served, vehicle location, what contravention
the enforcement officer believes has occurred, unique case notes / photos.

Data sets on the back office system are contravention dates, contravention
reasons, which legal regulations a contravention is issued under, method
of service, PCN states, PCN issue dates, date uploaded, contravention time
periods, contravention day, CEO details and patrol information, locations
(road), correspondence types / log dates / print dates, stage of PCN
payment was made, whether payment is outstanding, dates when full payment
was made, refunds issued, cancellation periods and dates, Charge
Certificate dates, PCN source.

Due to the size of the files provided this information will be provided
over three emails. This email is 1 of 3.

I hope the information we have provided is of help to your enquiries.  If
you have any queries about this response, please do not hesitate to
contact us.

If you are unhappy with the response you have received in relation to your
request, you are entitled to have this reviewed.  You can ask for an
internal review by either writing to the above address or by emailing
[2][Sheffield City Council request email]

If you remain dissatisfied with the outcome of your internal review, you
can contact the Information Commissioners Office. The Information
Commissioner can be contacted at: The Information Commissioner's Office,
