Oxfordshire County Council does not hold information in a way that
can differentiate between vehicles registered in (a) member states of the
European Union other than the United Kingdom and in (b) jurisdictions
outside the European Union.
Vehicles that are properly registered and taxed in their home countries
and brought into the UK temporarily are usually exempt from UK
registration and licensing, and may be used in the UK for up to six months
in any twelve month period. After that they must be registered and
licensed with Driver and Vehicle Licensing Agency (DVLA). Keepers must
register and license their vehicle immediately they become resident in the
UK.
A vehicle might be recorded by the issuing Civil Enforcement Officer (CEO)
as being a 'foreign' vehicle. If not, it might become apparent that the
vehicle is `foreign' during the normal progression of a penalty charge
notice (PCN) if the PCN is not paid and an owner/keepership details
request is made to the DVLA. In these cases the PCN is not progressed and
a `Notice to Owner' (giving a further 28 days either to pay the full
penalty charge or make representations to the council) cannot be sent to
the person who appears to be the owner/keeper as they have not
re-registered the vehicle with the DVLA.
However, if more than four PCNs are issued to a single `foreign' vehicle
whether registered in the UK or abroad, and these are not paid or
challenged, then the vehicle can and may be removed and impounded.
Below is a table showing information for PCNs issued from 1 January 2008
to 31September 2008. After this date information is recorded differently
and Oxfordshire County Council cannot supply the information requested.

Oxfordshire County Council's policy is to issue and progress PCNs to all
any vehicles that are found to have been parked in contravention of the
relevant traffic regulation order and progress the notice in accordance
with statutory procedure.
