Dear Maidstone Borough Council,

I would like to know how many parking tickets you have given for people who have exceeded their stay by under five minutes in the 2009/10 and 2010/11 financial years.

Dear Mr Balobashi

FREEDOM OF INFORMATION ACT REQUEST

Thank you for your request for information regarding parking tickets
issued by the Council and I am dealing with it under the terms of the
Freedom of Information Act 2000. I intend to deal with your request by 1
March 2011.

In some circumstances a fee may be payable and if that is the case, I will
let you know. A fees notice will be issued to you, and you will be
required to pay before we will proceed to deal with your request.

Your request will be subject to any exemption which the Council is
entitled to apply to refuse your request. Some of these are absolute
exemptions, and some only apply where the public interest in refusing to
supply the information outweighs that in disclosing the information.

If you have any queries about this letter, please contact me. Please
remember to quote the reference above in any future communications.

Yours sincerely

Dear Mr Balobashi

Freedom of Information Act 2000 - Request for Information

Further to my email of 2 February 2011, I am writing to confirm that the
Council has now completed its search for the information which you
requested on 1 February 2011.

The Parking Services database was upgraded to new software in October 2009
and so I regret the Council can only provide information on parking data
held from this period.

Furthermore, we are unable to specifically search for penalty charge
notices issued where drivers have exceeded their stay by less than 5
minutes as this search field is not possible from the data available.
However I am able to confirm the total number of penalty charge notices
issued for pay and display ticket expiry as follows:

Contravention '05' Ticket Expired (On Street)
06/10/2009 to 31/03/2010 551
01/04/2010 to 28/02/2011 1364

Contravention '82' Ticket Expired (Off Street)
06/10/2009 to 31/03/2010 2723
01/04/2010 to 28/02/2011 4876

The information supplied to you continues to be protected by the
Copyright, Designs and Patents Act 1988. You are free to use it for your
own purposes, including any non-commercial research you are doing and for
the purposes of news reporting. Any other reuse, for example commercial
publication, would require the permission of the copyright holder.

Information you receive which is not subject to Crown Copyright continues
to be protected by the copyright of the person, or organisation, from
which the information originated. You must ensure that you gain their
permission before reproducing any third party (non Crown Copyright)
information.

If you have any queries about this letter, please contact me. Please

If you are unhappy with the service you have received in relation to your
request and wish to make a complaint or request a review of our decision,
you should write to Mr Paul Fisher, Head of Legal Services, Maidstone
Borough Council, Maidstone House, King Street, Maidstone, Kent ME15 6JQ,
explaining your reasons for complaining or requesting a review.

If you are not content with the outcome of your complaint, you may apply
directly to the Information Commissioner for a decision. Generally, the
ICO cannot make a decision unless you have exhausted the complaints
procedure provided by the Council. The Information Commissioner can be
contacted at: The Information Commissioner's Office, Wycliffe House, Water
Lane, Wilmslow, Cheshire SK9 5AF.

Yours sincerely
