Dear M Flammer,

I am writing in response to your request for information below.

Your policy of publication of proposal and making order public notices

For the purpose of permanent traffic order making, the Council’s policy is
in line with the legislation set out within The Local Authorities' Traffic
Orders (Procedure) (England and Wales) Regulations 1996.

In the past 12 months the legislation has been amended by The Traffic
Orders Procedure (Coronavirus) (Amendment) (England) Regulations 2020.

The publications which the notices are published

London Gazette.

Uxbridge Gazette.

The number of notices published in the past 12 months in each publication

Period 19^th May 2020 and 19^th May 2021:

42 Notices published in the London Gazette newspaper for the purpose of
permanent traffic order intent and making.

42 Notices published in the Uxbridge Gazette newspaper for the purpose of
permanent traffic order intent and making.

The cost of public notice publications and placing on the street for the
last 12 months

We decline to provide a response pursuant to section 12 of the Freedom of
Information Act 2000 as it would take more than 18 hours to break down the
cost of each notice as in order to answer the enquiry. There is officer's
time to factor in, the cost of car milage between multiple sites, the cost
of laminating each notice and the cost of cable ties etc. which is not
easily collated or even possible to calculate.

If you have any queries regarding this matter, please do not hesitate to
contact me.

If you wish to request an internal review of our response you should
write, within 2 months, to:

Office Managing Partner, Legal Services, Civic Centre, High St, Uxbridge,
UB8 1UW (or via email to [1][Hillingdon Borough Council request email] marked for the attention
of the Office Managing Partner).

Please remember to quote the reference number above in any future
communications.

If you are not content with the outcome of the internal review, you have
the right to apply to the Information Commissioner for a decision. The
Information Commissioner can be contacted at: Information Commissioner’s
Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF.

Dear FOI,
FOI 8857164

I am a little confused here as the information requested should be available through a simple search of the accounts electronic data that is to hand and that the funds spent on these types of road traffic notices are normally attributed to the parking revenue account as they need to be divisible from any other similar payments. The fact that you are aware of the number indicates that the information is to hand and in electronic form and it should be noted I have not requested physical invoices.

Therefore to say that the request would exceed the parameters set out in section 12 issue is in error

I hope that this helps in clarifying the matter and that the information will be forthcoming

Yours sincerely,

M Flammer

Dear Glen Egan,

I am frankly extremely surprised at this internal review response.

I have been made aware that such charges are made to the parking revenue account and logged as group or part payments into those accounts or relevant linked accounts. The information is in electronic form, of that there is no doubt. It is therefore a question of simple searching using the charge codes as well as supplier names. This exercise takes minutes if not a couple of hours at very most and not the 18 hrs which you describe.

This very exercise has been carried out by numerous authorities without issue, that's why it is extremely difficult to believe the internal review response to be accurate.

I therefore I believe the internal review to be either inadequate or that the London Borough of Hillington does not maintain an accurate Parking Revenue Account and or related accounts.

It is unfortunate that the ICO will have to decide

Yours sincerely,

M Flammer
