Parking Profits and Disposition - Charges + Penalties - Onstreet + Offstreet - 1991 to 2010

The request was partially successful.

Dear Sutton Borough Council,

Please provide an XLS (not XLSX) Spreadsheet which contains details of the income from and expenditure on onstreet and offstreet parking and traffic provision and enforcement over the past 20 years.

Rows:

1991 Financial Year
Each year 1992-2009
Current financial year to end Dec 2010

In each case for 1991-2009, data is wanted to cover the appropriate financial year.

Column Headings:

1 - TOTAL PROFIT (or LOSS)
2 - TOTAL INCOME
3 - TOTAL COSTS

4 - ONSTREET INCOME TOTAL
5 - ONSTREET PARKING CHARGE INCOME - parking meters or pay & display meters
6 - ONSTREET PARKING PERMIT INCOME - permits + miscellaneous charges, eg dispensations
7 - ONSTREET PARKING ENFORCEMENT INCOME - 2 sub columns, 7a numbers of parking penalties issued + 7b actual income received
8 - ONSTREET TRAFFIC ENFORCEMENT INCOME - 2 sub columns, 8a numbers of moving traffic penalties issued + 8b actual income received
9 - TOTAL ONSTREET PARKING COSTS

10 - TOTAL NUMBER OF ONSTREET BAYS where some payment or permit is required

20 - NUMBER OF OFFSTREET BAYS where permit parking is permitted

21 - DISPOSITION OF ONSTREET PROFITS - use made of largest part of profit
22 - DISPOSITION OF OFFSTREET PROFITS - use made of largest part of profit

It is anticipated that some of the numbers in rows in columns will be zero before the council took over enforcement

It is anticipated that the numbers in rows in column 10 and 18 will be less than 11+12 and 19+20 respectively if some bays are shared use

By "where parking charges apply" is meant places where the general public may park on payment of a charge

By "where permit parking is permitted" is meant places where specific persons, eg residents or businesses may park on obtaining in advance some kind of permit. Normally this would be for a period of many days, but would include residents or business vouchers for their visitors.

It is anticipated that the numbers in rows in column 2 will be column 4+13
It is anticipated that the numbers in rows in column 3 will be column 9+20
It is anticipated that the numbers in rows in column 4 will be column 5+6+7b+8b
It is anticipated that the numbers in rows in column 13 will be column 14+15+16b

Please add a note of explanation should this not be so.

Please add columns if necessary to include other sources of income or costs, eg if the council contracts out or acts as a contractor

Yours faithfully,

Alan Wright

Dear Williams Richard,

Thank you for your reply.

However, although you refer to an attached spreadsheet, this appears not to have been sent.

Could you kindly provide this item.

--

You say:

"With regard to the other questions, some of the financial data is available on our website, recorded in committee reports."

That really is too vague to be helpful.

Presumably the council publishes an annual parking report as per the TMA, and also published similar data for previous years.

Could you please provide the relevant weblinks, and if the documents are large, the page references?

Yours sincerely,

Alan Wright

Dear Mr Wright

I can confirm we have now completed our internal review of your request
for information under our reference 2744. Your request included 22
questions regarding our parking services and income between 1991 to 2010.

We initially responded to your request on 28 January, which was one day
after the deadline date. The officer responding to your request was unable
to answer your request in full and provided a response to questions 8, 10,
11 and 12 and answers to questions 7 and 16 were provided in a spreadsheet
but unfortunately this was not attached when the reply was sent to you. He
informed you that we did not hold information to answer your remaining
questions but directed you to view our committee reports where some of
this information may be.

You chased the spreadsheet on 29 January and also asked for specific links
to assist you to the right pages of our committee reports and if the
reports were long to then provide the page numbers. This was sent directly
to Richard Williams, the officer who provided the original response.

You received no response as of 19 March so requested an internal review
into the handling of your request.

We discussed your request with the Head of Parking services who after some
further investigations has now been able to provide a large amount of data
in order to answer the remaining questions. This data provided is from
2004/2005 - 2009/2010. Prior to this date the information you have
requested was held on a different database which we no longer have access
to so we are not able to provide a detailed breakdown for years prior to
this date. In addition, as required by law we only need to obtain data
for 6 years.

Answers to Q1 - 7, Q9 and Q13 - 17 can be found in the attached
spreadsheet titled FOI 2744.

I apologise that the original spreadsheet was missed off our original
response and that you never received a response from one of our officers
after chasing him for this information. The information held in this
spreadsheet has been integrated into the attached spreadsheet for ease.

By providing you with the attached data and answers to the below questions
we have now been able to answer your request in full. I would therefore
like to apologise that we did not provide this information in our initial
response and trust you will be happy with the information provided.

Answer Q18 - Q20: The Number of OFF STREET bays in our borough is 3270. Of
these, 919 spaces are for Surface Car Parks and 2351 are for Multi-storey
car Parks. Off street bays can be used for payments and permits so there
is no split. We allow the customer to use the same bay whether they pay
with cash or buy a permit.

Answer Q21: On Street profits are fed back into yellow programmes/waiting
restrictions, road safety and road markings.

Answer Q22: Off street profits are fed back into the Council's General
Account.

If you have any further questions on the information we have provided the
Head of Parking Service is happy to oblige. Please forward them to
[1][Sutton Borough Council request email] and I shall forward them on for response.

Yours Sincerely

Natalie
