It is anticipated that some of the numbers in rows in columns will be zero before the council took over enforcement

It is anticipated that the numbers in rows in column 10 and 18 will be less than 11+12 and 19+20 respectively if some bays are shared use

By "where parking charges apply" is meant places where the general public may park on payment of a charge

By "where permit parking is permitted" is meant places where specific persons, eg residents or businesses may park on obtaining in advance some kind of permit. Normally this would be for a period of many days, but would include residents or business vouchers for their visitors.

It is anticipated that the numbers in rows in column 2 will be column 4+13
It is anticipated that the numbers in rows in column 3 will be column 9+20
It is anticipated that the numbers in rows in column 4 will be column 5+6+7b+8b
It is anticipated that the numbers in rows in column 13 will be column 14+15+16b

Please add a note of explanation should this not be so.

Please add columns if necessary to include other sources of income or costs, eg if the council contracts out or acts as a contractor

There is no legislative requirement for Parking to separate the on-street
and the off-street PCN issue and income and we therefore do not do so.
However, I have managed to separate the PCN's that have been issued and
this information is in the spreadsheet entitled SAP FoI. Unfortunately, I
have been unable to extract the income information specific to off-street
PCN issue, therefore, the PCN income is a total of both on-street and
off-street.

17 - TOTAL OFFSTREET PARKING COSTS

All maintenance costs whether off-street or on-street are reported as one
cost, therefore, we are unable to separate this information.

The total for all maintenance costs is in the spreadsheet entitled SPA
FoI.

Please note the financial figures for the current year are not finalised
until after April 2011, therefore, this information will not be available
until after this time.

All the information I have provided is current. The department which
provided the bay information do not hold and archived information.

Within the SPA money is spent on the staff, infrastructure, and systems
used to manage the streets. The Council has a duty to secure the
expeditious movement of traffic whilst maintaining both road safety and
public amenity.

Where there is a surplus in the SPA Section 55 (4) of the RTRA requires
local authorities to apply the surplus as follows:

o The making good to the general fund of any amount charged to that fund
under subsection (2) above in the four years immediately preceding the
financial year in question
o Meeting all or any part of the cost of the provision and maintenance
by the local authority of off-street parking accommodation
o Maintenance of roads
o Highway or road improvement projects
o Provision of facilities for public passenger transport services (we
apply to SEN Transport, Concessionary Fares, Safer Routes)
