Your request for information made under the Freedom of Information Act
Thank you for your 2 emails of 12 December 2016. This response is to both of the emails.
Your requests were as follows:
1. “I would like to know, within the past 12 months, the national average time taken
to consider and respond to informal parking challenges, from the date of receipt of
the challenge? And specifically, what percentage of these are considered and
responded to within the suggested 14 days response time as laid out in the Traffic
Management Act 2004 Operational Guidance to Local Authorities: Parking Policy
and Enforcement (11.10)?
Also, what is the longest and shorted recorded response time to informal parking
charge appeals over the past 12 months?”
2. “What is the total number of parking charge appeals over the last 12 months vs
the total number of tickets issued?
At each stage of the appeal process (informal appeal and NTO), how many
appeals were made and how many were successful?
During the same time period, how many appeals were referred to The Traffic
Penalty Tribunal and how many were successful at this stage?”
Your request has been handled as a request for information under the Freedom of
Information (FOI) Act 2000 and in accordance with Section 1(1)(a) of the Act I can confirm
that the Department for Transport (DfT) does not hold this information which you have
requested.
The DfT does not collect this information and sees no reason to do so. The information is
more likely to be held by local authorities or by the Traffic Penalty Tribunal at
www.trafficpenaltytribunal.gov.uk. My letter of 5 January explained the Penalty Charge Notice (PCN) appeals system.

made in relation to your request you may complain within two calendar months of the date

You have the right to complain within two calendar months of the date of this letter about
the way in which your request for information was handled and/or about the decision not
to disclose all or part of the information requested. In addition a complaint can be made
that DfT has not complied with its FOI publication scheme.
Your complaint will be acknowledged and you will be advised of a target date by which to
expect a response. Initially your complaint will be re-considered by the official who dealt
with your request for information. If, after careful consideration, that official decides that
