Dear Buckinghamshire County Council,

Re: Station Road, Chesham. Parking Meter.

Please provide:-

• The cost of installing the parking meter including the cost of any changes to road markings and signage.
• The ongoing cost of maintenance of the meter including regular emptying of money.
• Revenue received from parking charges for the first 12 months of operation.
• Revenue from parking fines.

In addition, (i) was an impact survey carried out prior to the installation of the meter to assess the impact of the charges on footfall in town centre shops, (ii) has an impact survey been carried out following the first 12 months of operation to assess whether there has been any impact on footfall in town centre shops?

Your request for information regarding the Parking Meter along Station
Road, Chesham has now been considered and our response is as follows:

o The cost of installing the parking meter at this location was £600
o The cost of the changes to road markings and signage was £261
o The ongoing cost of maintenance of the meter including regular
emptying of money is £730 per year.
o Revenue received from parking charges for the first 12 months of
operation (Sept 2016 to Aug 2017) was £3583
o Revenue from parking fines in Station Road is £16,134
o No impact survey was carried out prior to the installation of the
parking meter. There is no specific requirement for this
o No subsequent impact survey has been carried out following the first
12 months of operation

In your response you state:-

o The cost of installing the parking meter at this location was £600
o Revenue from parking fines in Station Road is £16,134

Please provide clarification on these points as follows:-

Does the stated cost of £600 for installing the parking meter include the purchase (or leasing) cost of the meter itself? If not what was the purchase cost or if leased, then the annual leasing cost?

Please confirm that the figure of £16,134 in respect of fines represents the fines received in the first 12 months of operation.

Our Parking Senior Officer (Transport for Buckinghamshire) has confirmed
that the £600 does not include the cost of the pay and display machine,
the machine purchase cost was £3,495.00 excluding installation.

 

Please confirm that the figure of £16,134 in respect of fines represents
the fines received in the first 12 months of operation.

 

The Parking Senior Officer has also confirmed that the £16,134.00 is in
respect of penalty charge notices in the first 12 months of operation.
