Could you please provide me with the information on parking fines issued Eastbourne in the last financial year (2013/14) as this is information you should have.
I would like a detailed financial breakdown of the money made from parking fines and the money spent in the last financial year as you have done for previous years.

annual parking report, which is due to be published later this year.
Information that is intended for future publication is exempt from
immediate disclosure under the authority provided by Section 22 FOIA.
The exemption provided by Section 22 FOIA is not absolute and we are
required to weigh the public interest in releasing the information to you
now against the public interest in waiting until the planned publication
date. We always aim to respond as quickly as possible but the FOIA
provides that we may have up to 20 working days to carry out this public
interest test. We will therefore provide our final response to you no
later than 21 May 2014, which is the 20 working day deadline.

Further to our email of 22 April 2014, we have now completed a public
interest test regarding your request. There is a public interest in
transparency and accountability, to promote public understanding and to
safeguard democratic processes. However, there is also a public interest
in permitting public authorities to publish information in a manner and
form and at a time of their own choosing. In order for the County Council
to effectively conduct its public affairs, the general publication of
information should be a planned and managed activity. Where a decision has
been taken in principle to publish, the County Council has a reasonable
entitlement to make its own arrangements for doing so. Given that there is
a set deadline for when the report will be published, it is not
unreasonable to delay publication. This is particularly so given that date
for publishing is also not very far away. Furthermore, there are practical
disadvantages of immediate disclosure. Information released now will not
be complete and premature disclosure may result in wrong information being
made available, which is clearly not in the public interest.
We will not be releasing the information to you ahead of the planned
publication.

Council has not complied with the FOI Act in responding to your request,
