Parking fines

Dear sir/madam,

I am writing to make an open government request for all the information to which I am entitled under the freedom of information act. In order to assist you with this request, I am outlining my query as specifically as possible. If however this request is too wide or too unclear, I would be grateful if you could contact me as I understand that under the act, you are required to advise and assist requesters.

I am requesting the following information:
I would like to know the total number of parking fines issued by the council over the past five years across Calderdale, up to the most recent set of figures.

I would also like to know the total value of these fines.

With data above I would also like a breakdown of the locations where these fines were issued. I am however wary that a request for locations as broad as 'Thornhill Lees' may be at risk of exceeding the budget for an FOI request.

If this is the case please, please provide me a minimum of 10 to 15 streets in the district which have highest number of parking charges issued by HBC on record, if not please provide me the breakdown for locations across the district where the council has issued fines.

With my 10 to 15 street request, please provide a set number of streets across the five year period.

On these, please include a number for the amount of charges and the value of these fines.

Could the officer also provide a summary council's remit for issuing parking fines.

I understand that under the act, I should be entitled to a response within 20 working days. I would be grateful if you could confirm via email that you have received this request. Ideally I would like the information outlined in my request emailed to me. I look forward to hearing from you in the near future.

Hi Lydia,

Thank you for alerting me to this, it appears that my request has been affected by sending it as part of a bulk request through the website Whatdotheyknow. I do apologise for the confusion caused and really do appreciate you checking this with me.

To clarify I would like to find out:
A) The amount of money generated through parking fines issued by the council.
B) I would like this to cover the past five years, and up to the most recent set of figures available.
C) I would like this to be separated between the amount of money generated through on-street and off-street fines, if this is applicable to the council's management of parking fines.
If not please do let me know.
D) I am aware that some councils keep this recorded as the value of the fines they issued, and the amount they actually recover. Please provide both of these figures.
E) I also wish to find out where these fines have been issued. However to keep this within the costs permitted under the FOI act I would restrict this to a minimum of 10 to 15 streets. If applicable please also provide 5 to 10 car parks that saw the most fines issued.
F) Again please provide these from across the same time period.

Please let me know if there are any further issues and again thank you for your help.

Dear Lydia,

Thank you for directing me to information that the council has published. As you have quoted I understand the council is not obligated to spend time compiling information that it has already published, or is in the process of preparing to publish in an open form.

However, the information you have provided does not cover the entirety of my request.

It does cover:
On and off street charges.

It does not cover:
The on and off-street locations where fines were issued.
I did in my request suggest that this be limited to meet the cost limits of the request, and asked if you could advice me how this would apply with the time period I stated.

As a result I would kindly ask that you review my request as incomplete and review how I can acquire the remaining information that I requested.

Dear Lydia,

Please consider my request as complete. The files online appeared to be blank when I originally tried accessing them, in regards to streets locations. I have tried them again and they are working after clearing my browser cache.
