Dear Nigel Sussman,

Freedom of Information Request

Thank you for your request for information received by the Council.  In
your request you asked for the following information:

1.    Please can you confirm how many Parking Fines the Council registered
with Traffic Enforcement Centre (TEC) in:

2016

2017

2018

2. Please confirm how many PCN’s were issued to external agents in the
last financial year, and provide the split between the various enforcement
agents / bailiffs.

3. Please can you confirm what software you use for Parking Enforcement
(PCN issue and processing).

4. Please can you confirm when the last contract award for Parking Fine
enforcement agents / bailiffs was and how long the contract is for?

5. If possible, can you send me a copy of the last letter awarding the
contracts for enforcement agents / bailiffs?

In response, I can confirm that the London Borough of Waltham Forest holds
the requested information and can advise you as follows:

In 2016 the number of Parking Fines registered with TEC was 18749.

In 2017 the number of Parking Fines registered with TEC was 22313.

In 2018 the number of Parking Fines registered with TEC was 16382.

I must advise you that the figures above are not an accurate figure as in
some cases PCNs may have been sent to TEC and permission was given to have
them reissued and then paid at a lower rate, therefore a warrant of
execution would not have been issued.

2. In the last financial year 28’558 PCN’s were issued to our Enforcement
Agents (EA).  We currently have 3 EA’s and the PCN split between these
would be equal.

3. The software we use for Parking Enforcement (PCN issue and processing)
is Si Dem.

4. There is a Service Level Agreement (SLA) in place with our Parking
Contractors and EA’s.  This is a yearly agreement and will expire December
2018.

5. The information requested in this part of your request is considered
commercially sensitive; therefore we will not be providing this.

I trust that the above satisfies your enquiry.  If you have any queries
about this letter, please contact me.  Please remember to quote the
reference number above in any future communications.

Under the Freedom of Information Act 2000, you have the right to complain
about the Council’s response to your request for information. If you wish
to pursue such a complaint, please do so within 28 days from the date of
this letter and ask for a review of the Council’s decision.

Please write to: The Information Officer, Learning from Complaints Team,
Room 104, Waltham Forest Town Hall, Walthamstow E17 4JF, or email
[1][Waltham Forest Borough Council request email].  Please mark your request
