The council have acted contrary to the Secretary of States Recommendations for the operation of CCTV under the Traffic Management Act 2004 also contrary to the Code of Practice of the Information Commissioners Office and their own code of practice as CCTV enforcement by Smart Car is supposed to be used only when the area is sensitive. in using CEO's as well as CCTV then the area cannot be sensitive, the council can't have it both ways, they are also breaking the Data Protection Laws and Security Industry Recommendations that the driver/operator must be licenced.
