Parking Enforcement Restrictions - Outsourced Processes
Dear Barking & Dagenham Borough Council,
Under the Freedom of Information Act 2000 I would like to request some information relating to the enforcement of parking restrictions.
Firstly, I would like to know which, if any, process in the enforcement of on and off -street parking restrictions are outsourced. Specifically I would like to know:
• Whether the following processes are managed in-house or
outsourced e.g.
o On street enforcement
o Off street enforcement
o Notice Processing
o Debt collection
o Debt recovery e.g. via bailiffs
o Printing & Fulfilment
o Technology Provision
o Other with description
• The number of Full Time Equivalent employed on the process whether directly or via your outsource provider
• The number of Heads employed on the process whether directly or via your outsource provider
• If the process is outsourced
o Who the process is outsourced to;
o What the outsource provider does;
o The value of the contract
Including the annual value of the contract;
o The duration of the contract; and
o The expiry date of the contract.
Secondly, I would like to know what technology is used in the enforcement of parking restrictions. This will include the methods by which violations of the restrictions are recorded (i.e. hand held terminals, written tickets, cctv image) and any back office parking restriction enforcement related systems.

I am writing to request an internal review of Barking & Dagenham Borough Council's handling of my FOI request 'Parking Enforcement Restrictions - Outsourced Processes'.

Failure to respond to request for information LBBD/49698
Thank you for your email below which was passed to me Wednesday 2
February.
I am very sorry that you have found it necessary to contact the council
regarding our failure to respond to your enquiry by the agreed deadline of
8 November 2010.
I am responsible for coordinating replies to all Freedom of Information
requests received by this division. Your original enquiry was sent to me
on 12 October 2010. I referred your email to the Parking Manager for
response, the same day. Unfortunately the Parking Manager was not able to
provide me with the required information until 30 December 2010. Prior to
this, an interim response should have been sent to you which should have
advised you that we would be unable to meet the deadline, but would
provide you with an indication of when you would receive a final
response. This did not happen. Furthermore, when the information was
sent to me on 30 December 2010 due to an oversight on my behalf, I failed
to provide you with the information you had requested in your original
enquiry.
This is clearly not acceptable and I sincerely apologise for the lack of
response from myself, this is certainly not the level of service we aspire
to.
Please find below the information provided to me by the Parking Manager in
response to your original enquiry (attached).
On-street parking enforcement is not out-sourced. The Council's Civil
Enforcement Officers are supplemented by agency officers to increase
capacity, pending appointment of permanent staff or a reduction in need -
at present we have 20 CEO's. The Council has employed a number of staff
to undertake these duties on an agency basis from a company called Unity.
Off-street enforcement is managed in the same way as on street
enforcement. Notice processing is managed by the Council and has not been
out-sourced. There are twelve full time equivalents undertaking the
back-office role and this includes the issue of Permits for residential
areas, as well as processing challenges against PCN's The Council uses
three external bailiff companies to recover outstanding parking debts.
The Council is able to provide printing facilities but externalises work
during periods of high activity or for specialist items. This is managed
corporately and a number of contractors have been used.
The Council's parking system is provided by Civica.
The Council's parking service utilises hand held units for PCN issue but
has a full back arrangement of issuing written PCN's when necessary. CCTV
is used for a number of parking and moving traffic offences and a vehicle
is also used for this purpose.
I hope that you find these details of interest and I can see from your
request that you appreciate how broad your questions are. Rather than
requesting clarification, I thought it better to provide with the broad
outline of our services so that if these details were insufficient you
would be able to focus on any specific omission or area in which you would
like more detail.
