Borough Council as the Authority?

The Metropolitan Districts (Names) Order 1973 provides that the
metropolitan district of Wigan shall bear the name "Wigan". I can confirm
that since the 1 April 1974 the Council's name has been “Wigan Borough
Council".  This is the formal name that has been used on the Council's
seal and its traffic regulation orders. The Council uses the name "Wigan
Council" on its letterheads, Council vehicles and signage, etc however its
legal title has remained "Wigan Borough Council" since the 1 April 1974. 

 

A similar query was presented at Wigan Magistrates Court in October 2012
in relation to our Council Tax bills which are sent out under the name of
"Wigan Council". The matter was considered by the Court, and the District
Judge found that Wigan Council was lawful in pursuing non-payment of
Council Tax and recognised the Council as the legally appointed billing
authority.

If you are unhappy with any aspect of this response, an independent senior
officer will review this decision. Please let me know if you would like to
arrange this.

regulator for Freedom of Information. His website is

His staff may ask you to exhaust our internal complaints procedure if you

I witness the supposed council tax hearing mentioned in this FOI response, please remember that the 'Judge' is paid by Wigan Council and was less than truthful at this 'hearing'.

The Metropolitan District Names Order is another red herring, a few minutes of internet investigation will reveal this for the nonsense it is. Wigan Council are desperate to cover their tracks on this one as they know full well that Wigan Borough Council is the correctly empowered Local Authority and not Wigan Council which is a private company with no authority, they are NOT the same entity!
