Parking enforcement in York

Dear City of York Council,

This is a Freedom of Information Act request for information about parking enforcement in York. Please provide me with the following information within 20 working days:

1a. The number of parking charge notices (PCN or similar) issued for parking (or waiting) offences on Windmill Lane, York, YO10 3LG in the past 5 years (or maximum length of data available, if less than 5 years), aggregated by year.

1b. The type of parking charge notice issued in each case, whether for parking on No Waiting at any time, or for parking on No Waiting at specific time intervals.

2. The number (or estimated number, if accurate information is unavailable) of days which a parking enforcement officer (or similar enforcement officer) has inspected parked vehicles along Windmill Lane, York, YO10 3LG in the past year, aggregated by month (or closest available timeframe).

3. The number of parking charge notices (or similar) issued for parking/waiting/stopping offences on Heslington Rd, York YO10 5BW outside the St. Lawrences Church School on 'No Stopping at Any Time' markings, in the past 5 years, aggregated by year.

4. The number of parking charge notices (or similar) issued for parking/waiting/loading offences on Lawrence Street, York, YO10 3EF, in the past 5 years, aggregated by year, and aggregated by penalty type (i.e. whether for loading restriction or waiting restriction violation).

5. If possible, within reasonable limits related to FOIA requests, I would like to request a full spreadsheet of all locations in which parking limits apply (e.g. loading, waiting or stopping restrictions) in the City of York, and (if possible) the number of penalty notices issued in each location in the past 5 years, aggregated by year.

We have received your Freedom of Information request and are working on this now. However your last point regarding a spreadsheet with all the locations where parking limits apply is my reason for writing to you. Given the number of locations and amendments to the existing Order it will not be possible to put these into a spreadsheet within the allotted time for your FOI. However the Highways team tell me they can either copy the Order for you and the number of amendments it has or invite you to come to the Council offices where these are available for public viewing.

What happens is every two or so years existing traffic orders are amended with any new amendments that have been put into policy since printing of the main order. While these are still legal there are usually so many that it is not cost effective to update the order every time a new amendment has been implemented.

The next consolidation will likely be at the end of this year.

So if you would like these copies being posted to you please provide me with your postal address but if you wish to come in a view these then please let me know and I will take this off the request and inform the Highways team that you wish to come in to view these.

Thank you for your prompt reply. It is unfortunate that you only hold the complete set of traffic order information in paper format and it is not available electronically. Thank you for clarifying the processes which are undertaken in consolidating the traffic order notices.

As the data for Part 5 of my request is not available electronically, I will request that you no longer consider Part 5 as a component of my request. I may decide to come and view the orders at a later date, however will contact the Highways Team directly to arrange this.

        2015 - 2 penalty charge notices
        2014 - 1 penalty charge notices
        2013 - 0
        2012 - 5 penalty charge notices
        2011 - 7 penalty charge notices
 
     1b. The type of parking charge notice issued in each case, whether
     for parking on No Waiting at any time, or for parking on No Waiting
     at specific time intervals.
 
All the above penalty charge notices were issued for parking on a single
yellow line, parking in a restricted street     during prescribed hours.
 
     2. The number (or estimated number, if accurate information is
     unavailable) of days which a parking enforcement officer (or
     similar enforcement officer) has inspected parked vehicles along
     Windmill Lane, York, YO10 3LG in the past year, aggregated by month
     (or closest available timeframe).
 
Not able to access this information at the present time due to our current
software system being updated. As soon as we have this information we will
get back to you and provide you with the information that you have
requested.
