I would like to request information on any figures of recorded violence or criminal offences relating to parking enforcement officers in the Stockton Borough Council, and if these were followed up with legal action or not.

Furthermore are the Parking Enforcement Officers given targets in any way, and is their a bonus scheme, if so how is it structured. Also do officers go down disciplinary procedures if they do not perform as well as other officers, and if so how many times has this happened.

Thank you for your email received 23 November 2009 regarding your request
for information relating to Parking Enforcement.  Responding to each
question in turn I provide the following information:

 

I would like to request information on any figures of recorded violence or
criminal offences relating to parking enforcement officers in the Stockton
Borough Council, and if these were followed up with legal action or not.

 

There are five known instances reported by parking enforcement officers
from Stockton Borough Council from April 2009 to date.  Formal reports
from officers have been received regarding serious verbal abuse and one
physical assault.  The one assault resulted in court appearance based on
evidence from the on body cam footage from the Officer (Body cams worn
routinely by Parking Enforcement Officers). Offender pleaded guilty to
assault and was dealt with by the court. Other instances have resulted in
warnings and formal cautions by Police Officers which have prevented
re-occurrence.

 

Furthermore are the Parking Enforcement Officers given targets in any way,
and is there a bonus scheme, if so how is it structured.

 

Parking Officers have no targets at Stockton Borough Council, the
authority does have sickness management and capability procedure which
monitors the attendance and any concerns in the all round performance of
all staff working for the authority covering a broad range of issues from
attitude, complaints and training needs.

 

Also do officers go down disciplinary procedures if they do not perform as
well as other officers, and if so how many times has this happened?

    

To date no Parking Officers have been disciplined for their performance in
relation to applying Parking legislation.
