Parking control - school zigzags
Dear Wandsworth Borough Council,
I would like to know more about Wandsworth BC's enforcement of parking outside schools.
1. What was the total number of parking penalty charge notices (or other fines or penalties) for any parking offence or contravention issued by Wandsworth BC (or its agents) in each of the latest 3 years available?
2. How many of (1) were for parking on school zigzags, again for each of the latest 3 years?
3. If possible, a breakdown of (2) by location.
4. How many of (2) were successfully appealed?
5. How many CCTV enforcement vehicles are used in Wandsworth?
6. What advice is given to walking/cycling traffic wardens about enforcement outside schools?

I refer to your request for information received on 24/09/2018. Please
accept our apologies for the delay. Please see the information below in
response to your request: -
1. What was the total number of parking penalty charge notices (or other
fines or penalties) for any parking offence or contravention issued by
Wandsworth BC (or its agents) in each of the latest 3 years available?
2015 to 2016 - 152,539 PCNs
2016 to 2017 - 139,383 PCNs
2017 to 2018 - 136,803 PCNs
2. How many of (1) were for parking on school zigzags, again for each of
the latest 3 years?
2015 to 2016 – 388 PCNs
2016 to 2017 – 428 PCNs
2017 to 2018 – 698 PCNs
3. If possible, a breakdown of (2) by location.

2015 to 2016 –24 PCNs
2016 to 2017 –28 PCNs
2017 to 2018 – 38 PCNs
5. How many CCTV enforcement vehicles are used in Wandsworth? One
6. What advice is given to walking/cycling traffic wardens about
enforcement outside schools?
The information given to foot CEOs and Cyclists enforcing outside schools
are the same; the only caveat would be the Cyclists dismount, park their
cycles appropriately prior to enforcement.
The CEOs enforcing outside schools during SKC hours are instructed to:
o Check the street furniture supports enforcement – e.g. School keep
clear hours (drop off pick up times)
o Be prominent at the school keep clear markings – this should act as an
initial deterrence
o Ensure the School Keep Clear markings are kept clear during the
designated times for the safety of the children
o Ensure cars in the vicinity are legally parked and there are no
obstructions in the immediate vicinity.
o Advise anyone stopping on the markings to move on
o Issue a PCN if the driver fail to take the advice to move on
o Explain to drivers the purpose of the School Keep Clear signs and road
markings – if given the opportunity.
