Parking Contract

As you recently answered a FOIR for a Mr Roger Green regarding parking issues in Bolton and further to our telephonic chat, may I now assume that any further FOI requests from myself are no longer deemed as vexatious, if this is the case then Under the FOIA could you please supply the following information.

1. Copy in electronic form of the Contract between Bolton Council and NCP Ltd

2. If one exists a copy in electronic form of the signed Novation agreement between NCP Ltd and NCP Services

3. Copy in electronic form of the Novation agreement between NCP Services and the new enforcement contractors NSL

4, Dates when contracts became live (date from when the companies were responsible for enforcement)of all three of these companies.

5. Job title of the person responsible for overseeing this contract.

4. Copies of any Special authorisations from the Secretary of state or his/her department, for the authorisation of traffic signs or lines not found in the TSRGD 2002 within the Borough or any other special authorisations not linked to parking.

I'm not sure if you know about the problems with NSL Services Ltd and Westminster City Council's parking enforcement contract. Westminster Council is being taken to court by the No To Bike Parking Tax campaign (http://www.notobikeparkingtax.com) over irregularities with the novation of the parking contract.
