Parking charges clarification.

Dear George Eliot Hospital NHS Trust,

As a frequent user of the car park, I would like clarification on how parking is charged, and running costs.

as background:
1) It can take a long time to find a parking space after passing through the barriers.
2) The ticket machines are often busy or faulty, and queues are caused by people who are unable to use them.
3) Disabled users may take a long time to assemble/disassemble their wheelchair or mobility scooter.
4) There is often a long queue to leave the car park.

Is an allowance added to cover the non-parking time I have listed above, and if so what allowance is made?

There has been an increase in charges recently and the "free parking" limit has recently been reduced from 30 minutes to 15 minutes. What are the reasons behind this policy change?

Please can you provide details of gross income from parking from the last full year available together with the corresponding running costs?
