Dear Kelly Boyd,

Many thanks for supplying us with this information. However, we are slightly confused by the third response:

'3. The location i.e. street or car park where Parking Charge Notices have been
issued the most by Bury Metropolitan Borough Council over the last 3 months
(July 2017 - September 2017)
We do not hold this data and to interrogate the database would exceed the
£450 at £25 per hour or 18 hours statutory limit to obtain the information.'

Please could you advise as to who holds this information, or how we would be able to obtain it.

Thank you for your time.

Yours sincerely,

Natasha Bradley

Foudy, John, Bury Metropolitan Borough Council

Dear Ms. Bradley

All Penalty Charge Notice data is held on the Notice Processing software
system. However the Council has never felt the need to set up a report
listing pcns for an area in the most to least numbers as we would not be
comparing like with like, given the amount of restrictions in one street
or car park as opposed to another.

Consequently the information would have to be retrieved manually and this
would take a significant amount of time. The Council can refuse to deal
with a request on this basis if it would cost too much to provide the
information. In this case it is estimated that it would take up to 5
minutes a case to manually interrogate the data held to obtain the
information. The 5787 cases listed in Q1 would therefore take
approximately 482 hours to compile the answer for your question.
