I would like to request a review of this answer.

Question 1. Please can you provide me with the weekly number of civil cases initiated by the company Parking Eye Ltd related to unauthorised parking charges.

I am satisfied with your answer to this question and did not in fact require this question to be answered at all. I apologise if my clarification email did not make this clear.

Question 2. Please can you tell me, for the period 01/10/2012 to 31/05/2013,the total number of Claims submitted through MCOL where the Claimant's name is ParkingEye Ltd.

If possible, I would like the information broken down into weekly numbers, or alternatively monthly totals if that is not feasible.

Your answer to this question only gave the total number of cases, and did not break this down into weekly or monthly totals.

R1) Please can you update me with the totals broken down by week, or if this would take more than 3.5 working days, by month.

Your answer of 467 seems to be too small. Please can you review your answer to see if this is the case. I provide the following information which may be helpful for you to search the database for any missing cases.

a) In your answer, you refer to 'Parking Eye Ltd'. My question specifically asked for 'ParkingEye Ltd' with no spaces between Parking and Eye. This is because the name has been spelt like this in all the claims from ParkingEye that I have seen. In actual fact, I would like all spellings of the name to be considered, both 'Parking Eye' and 'ParkingEye', and 'Ltd' and 'Limited'.

b) In all known filings, the solicitor name is R***** L***** (I have blanked the full name for privacy reasons) and the claimant address is Parkingeye Ltd,40 Eaton Avenue, Matrix Business Park, Buckshaw Village, Chorley, Lancashire, PR7 7NA

c) The ParkingEye web site http://www.parkingeye.co.uk/ParkingCharg... states 'Unfortunately ParkingEye have to issue hundreds, sometimes thousands of County Court Claims each month to recover unpaid Parking Charges'. This leads me to believe the figure of 467 for 8 months is too low as obviously a Parking Company would not blatantly lie on their web site or they would get into trouble.

d) Since May ParkingEye have been bulk filing claims, and all known claim numbers start 3JD. I do not know if the '3JD' prefix is exclusively for the use of ParkingEye. However, if it is, then the number of claims issued recently is over 1200.

e) ParkingEye seem to bulk file claims every Tuesday. Known filing dates include Tue 28 May 2013, Tue 4 Jun 2013 and Tue 11 June 2013. I do not know whether claim numbers are allocated sequentially during bulk filings. However if they are, then from the lowest and highest claim numbers I know from these periods, it would seem that several hundred claims are being filed each week.

R2) Given the above information, please review to see if you have missed any cases.

R3) If possible, given the review, I would like to extend the dates to also include weekly cases file by parkingEye from 1-Jun-2013 to 21-Jun-2013. If this is not possible, please advise so that I can submit a new FoI request for these extra dates.

Thank you very much for your e-mail and I apologise for any confusion that may have been caused by my previous response.

As I stated previously, we do not hold any information relating to the number of parking charges issued by a named company. The information we hold is not broken down to that level of detail and from my understanding of your request, this would be the actual figure you are looking for.

However, in terms of the data we hold, the figure of 467 cases I provided you referred only to the number of claims made by Parking Eye Ltd (and all trading variations of that name operating from the Lancashire address you have specified) via Money Claims Online (MCOL), which you specifically referred to in your request. From our records, I can tell you that there 1143 were cases logged by Parking Eye LTD (and all variations of that name) between 01/10/2012 to 31/05/2013 via MCOL and CCBC (County Court Bulk Centre). However, again as this figure does not include actual traffic enforcement notices.

I have been informed that from May 2013, Parking Eye LTD changed the way they file claims and now also use the Claims Production Centre (CPC) as well as MCOL. Prior to May 2013, the majority of the claims would have been made via the Traffic Enforcement Centre. As such of the 1143 cases I identified on our database, the remaining 663 claims were logged in May 2013, all of which start with the prefix '3JD' and were filed on either 24 or 28 May 2013.We do not currently have any information after May 2013.

Unfortunately, that is all the information I can give you at the moment and I apologise for not being able to answer you request fully.

I reiterate that I am only interested in the number of cases. Whether they are to do with parking or any other matter is not important.

Thank you for your clarification on the different ways of claims being submitted. My knowledge of the system is admittedly poor, and I did not realise that there were other ways of submitting electronically than MCOL.

I note you do not have any data after May 2013 and I will therefore submit a new FoI request in due course for the June 1-21 data. Do you have any recommendation when I should submit this request - for instance, does June data become available from July 1st onwards, or should I allow more time?

You still have not supplied the data in the form requested, and have supplied only totals for the period.

1) Please can you therefore supply the weekly breakdown of the number of cases filed.

2) Are you also able to provide any information on the way the Claims Production Centre issues prefixes; specifically, is the '3JD' reserved for the use of Parking Eye or can other claimants use it? And if the '3JD' prefix is only used by Parking Eye, are claim numbers issued sequentially without any gaps? This information will potentially mean I do not need to issue further FoI requests, but can find the information myself.

Thank you for your email. I am currently working on collating the data for your request and have asked for clarification over the prefixes used by the Claims production centre. I am away from the office until late next week, when I should have all the information and properly respond to your request.

At the moment we are carrying out a stakeholder engagement exercise looking at the range of stakeholders that request data form us and what the data is used for. As such, can you please tell me why you are requesting this information and what you intend to do with it?

For your information, the data for June will be available in mid July.
