Dear Stroud District Council,
I do not find that a satisfactory response to my Freedom of Information request. I expected a more specific breakdown of the use of the parking account surplus, more like this response to this FoI request made to Richmond upon Thames Borough Council in 2009: https://www.whatdotheyknow.com/request/r...
The information I've asked for is not in the link you have shared because that link is too ambiguous. For instance 'Stratford Park' is a very broad category - what kind of services at Stratford Park? Car park wardens? Hedge trimming? 'Stratford Park' is at best a 'statement of where the money is spent' rather than a 'statement of what the money is being used for'.
Not to mention, not only are you supposed to respond within 20 days to an FoI, but you are ideally supposed to respond promptly. I fail to see why it took so long to send back the link I included in my original FoI.

Further to my email where you requested information about Complaints about
Parking Account Surplus.
The information you requested is below:
The reference to Stratford Park relates to the overall site costs.
The Road Traffic Regulation Act 1984 is less prescriptive regarding the
use of surpluses accrued from off street parking than it is for on street
parking. The previous figures quoted illustrate the total car park
account surplus, against the amounts spent on legitimate surplus uses.
The surplus offsets a proportion of that expenditure, rather than being
used to fund specific projects. Therefore, no further breakdown is
available.
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of this email and should be
addressed to me. The review request will then be referred to the Legal
Services Manager for consideration.
