Dear Norfolk County Council,

I understand that you have recently approved two bids for funding from Thetford Town Council under your "Parish Partnerships" scheme. In the committee papers I've managed to find online, these are described only as "Kerbing" and "Trod", with no indication of the locations or any further details.

I'd be grateful if you could provide me with full details of these two projects, e.g. by supplying the application forms you received, and any other plans/reports you hold. In addition to other information, I would particularly like to know the proposed width and surface details for the "Trod".

Norfolk County Council (NCC) received two proposals from Thetford Town
Council which NCC have agreed to co-fund in principal as part of the
Parish/Town Council initiative. The design details of the work are not yet
confirmed and will be agreed between the Town Council and NCC’s Local
Highway Engineer

 

 

Attached documents.

 

Some information has been redacted under Regulation 13(1) of the
Regulations which state that the Council is not required to disclose the
personal information of any other individual if disclosure would
contravene the rights of the individuals to whom the data relates.

 

The redacted data comprises of the following

o Names and contact details of staff below tier 3 in the organisation.

 

The exemption applies because:

o Staff below tier 3 have a reasonable expectation that their details
will not be disclosed into the public domain

Dear Sir/Madam,

Many thanks for providing the information I requested so promptly; it's much appreciated.

However, I understand from a Thetford Town Council publication [1] that the £18,000 cost estimate for the Blaydon Path project came from Norfolk County Council. In section 9 of the document [1] is states: "Norfolk County Council has costed up a new Breedon Gravel pathway for this section which runs from the Blaydon Bridge down to the existing pathway closer to the Priory". If this is correct you would presumably hold some information about the basis on which that costing was done, including an anticipated width for the path.

I'd be grateful if you could clarify if this is indeed that case, and if so, provide the details of the costing that was carried out, including width, length and surface assumptions used. I believe this information would fall within the scope of my original request.

Following your email below I have gone back to the department who have
advised that there was not sufficient time to look into the pricing with
the Town Council before the deadline the Town Council needed to submit
their bid by. As no time was available to look into this in any depth, an
estimated figure was provided pending detailed design and costing.  There
is no further recorded information held by Norfolk County Council (NCC).
 
For your information, a standard trod would typically be for 1m width and
the length is believed to be around 255m. There will also be other
factors, such as working near water and access to be considered within the
costing and design. NCC would recommend a Carrstone Fines or Bredon Gravel
surface, but this has yet to be determined.
 
If you wish to know more information about this scheme then it is
suggested that the clerk at Thetford Town Council would be best placed to
