Dear Wirral Metropolitan Borough Council,

Some months ago I had a meting with Julia Hassel the deputy Director of Wirral CYPD.

The meeting concerned my fears that three young ladies who's children had been taken into care by the authority had recently committed suicide.

This information was given to me by an actual employee of Wirral CYPD.

The whistle-blower stated to me that most people within the CYPD were in fear of making this public knowledge as the reasons for their suicides was the failures of the Department, and it's procedures in determining wrongly that their children should be put up for stranger adoption.

Miss Hassel promised me that she would investigate my allegation.

What were her findings?

Can you supply me with all memos, faxes, minutes, letters,and meetings of this investigation in relation to these disgraceful and tragic happenings, which Miss Hassel must now have in her possession.

reply to your request and a response has been written and is detailed
below. The Council does apologise for this very slight delay.

Response
The Council has no recorded information to supply to you under Freedom
of Information. To clarify this response, it was verbal and not written
enquiries which were made with managers. In addition, the Council has
no recorded information via the Council's whistle blowing policy in
relation to the issue you have raised

Please be aware that I consider that your email below contains
intemperate language and the overall tone of the email is offensive. If
you continue in this vein when making requests for information then the
Council may decide to refuse an enquiry. The Council has had regard to
the recent ruling in relation to vexatious requests when coming to this
decision. To assist you further in this regard, please see text below.

On 28 January 2013, Mr Nicholas Wikely, Judge of the Upper Tribunal,
issued his decision in the case Information Commissioner V. Devon County
Council and Dransfield {2012} UKUT 440. This case decided that the
public authority had been entitled to rely on Section 14 (1) and gave a
detailed analysis of section 14 (1) of the Freedom of Information Act
2000. Judge Wilkely stated that "vexatiousness may be evidenced by
obsessive conduct that harasses staff, uses intemperate language, or is
any other respects extremely offensive".

It is something to consider that "whatsoever a man sows, so also shall he reap" These people who hide behind the
assumed protection of the framework they operate within will one day be in need of care themselves.They will be at the mercy of the same abusive service that I read about on a regular basis.We all age, I wonder if they will recall their perverse ways.

The recent Dransfield Vexatiousness case is like manna from heaven for this abusive Council. Now the slightest whiff of an irate information request (usually with very good reason)will see them dragging this up to prevent sensitive information being released and to intimidate and deter requesters.
They refused my request for a report (Martin Smith) even though it is already in the public domain and has been for over a year! Even after an internal review, which goes to show that internal reviews at this council are merely rubber stamping exercises.
I got the ICO involved and lo and behold they provided it (albeit after giving broken links).
With Wirral Council being the only local authority in Britain to be in special measures (until 31st March), serves as an indication that its well documented wider abusive and maladminstrative practices are prevalent in its information team.

Were any specific case Social Workers contacted in any shape or form ?

I would request an internal review from you.

How can the Director of Wirral children Social Services in such a case as this not keep some sort of record of such a serious subject as this if not only to protect herself from further allegations.

I find it astonishing that this would be the case.

I would suggest to you that by just asking some managers if they knew of such tragic happenings within their department was not a sufficient response to my inquiry given the life and death fears in this matter.

I would request that a thorough investigation is begun in her handling of this matter

Dear dear I had a meeting with the director of Childrens Services Julia Hassal at the Rock Ferry office during my demonstration outside there.

I was asked by her to go inside.
In the meeting I accused her of being party to causing three women to take their own lives.
She took notes!!!
Please supply those notes to me.
Please supply all notes, emails, minutes taken or sent concerning the three women whom have died in the year 2011/2012 .
Finally these deaths have now been admitted to me in a letter sent to me by Miss Hassal the director of your social services department.

So your reply to me I know to be a blatent lie.
Please check your facts with her before you respond to me.

Hi John

Sorry to hear about you friend who committed suicide – keep up the good work fighting for justice for this lady. Our team know of two suicides, the children removed because the mother was disabled and was wheel chair bound. The father killed himself several months later on his wives birthday. It is alleged that York Council falsified evidence against them.

We hear from so many parents that have had their children kidnapped from social services across the UK. Parents complain that social services like everything "verbal" and don't like putting anything in writing; I wonder why?

We advocate parents to force councils to place everything in writing, further more we advocate for parents to record meetings etc.

I am also very concerned about the safety of children and I am desperatly trying to find a Government department which will take my complaint seriously enough to investigate, my complaint is about classes of disabled children being taken from a special school without their parents knowledge and consent to a prison and being put in the care of prisoners (one of them being a convicted drugs smuggler) for PE lessons. I have written to the Chief Inspectorate of Prisons but a spokeswoman from them told me they don't deal with that sort of request. There is something seriously wrong with the Governments attitude to care and protection of children.

I am new to this site, forgive my inexperience! I have made a few SAR's the old fashioned way over the years, with varying degrees of success. It is hard to get councils to admit anything because they can always fall back on the defence of data protection, or confidentiality. Or they simply don't keep account of the relevant and highly pertinent data in question.

This is ironic when you consider the damage caused by false allegations and biased assessments, against vulnerable people. Often with no proof whatsoever, merely a hearsay vindictive remark, or a stated disability can be enough to tip the scales.

There is already a stigma attached to suicide. I personally have been affected by suicide throughout my life, although I have never actually experienced feeling suicidal. I can completely empathise with the emotions these individuals are experiencing. I found the council's response here to be extremely distasteful. To accuse you of being vexatious when in fact you had only politely reminded them that you were still owed a reply is a lame swipe at your credibility, which is obnoxious given the sensitive subject matter and high likelihood this document could be accessed by other victims.

We live in extremely vexatious times! And I thought you handled yourself eloquently.

I will have a think about how I can state the question from my own personal perspective and draw on some personal data so that they may not use the usual excuses. As my identity and privacy has already been so seriously compromised I am more than happy for others to benefit from my misfortune.
