Dear Epsom Primary School,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Epsom Primary
School's handling of my FOI request 'Parent Partner'.

Firstly, the responses to both of my requests were late. I sent
several follow-up emails to which I received no reply, and I still
have not had any sort of apology. The only thing which can be
regarded as an explanation is: "We had to check with our local
authority before sending to you." This is something you should have
done within the legal time-frame, just as every other school in the
United Kingdom is expected to do.

Secondly, I am not clear whether, "We would have replied earlier,
but your email request was regarded as spam," is supposed to be an
excuse or a rebuke, and would appreciate some clarification. Hint:
it should be neither an excuse nor a rebuke, since your email
software is not my responsibility.

Thirdly, I resent the tone of, "It would also have been nice to
know what this information is for and why you are requesting it." I
also resent having this said to me at all: the Act requires public
authorities to divulge information promptly regardless of the
requestor's interest in it, and does not give the authority a right
to ask about this. If this is part of the explanation for the late
responses, it is utterly inadequate.

Please reply to confirm that you are working on this Internal
Review, and I look forward to hearing from you by December 23rd,
which is 20 working days after today, the time-scale suggested for
such reviews by the Information Commissioner.

With regards to your expected date of the review being 23rd December, I believe schools may be allowed to count holidays as 'non-working days' after they break up. Assuming the school has broken up for Christmas by the 23rd, they will not have to respond to your Internal Review request before the start of next term.
