I respond in connection with your request for information which was
received by the Metropolitan Police Service (MPS) on 07/12/2015.  I note
you seek access to the following information:

This response is to inform you that it will not be possible to respond to
your request within the cost threshold.  

The type of paper work listed above is used to record various types of
information, depending on the type of incident being dealt with or
investigated.  In many instances, a combination of the above paper work,
can be completed by more than one person dealing with one incident or
investigation.

These types of paper work can be found within many types of files/cases
and are stored either on location (ie Borough) or various central stores
within specialist business areas, or outside of the MPS estate.  It is not
possible to determine the number of these documents completed in this
financial year.  We estimate that the cost of complying with this request
would exceed the appropriate limit. The appropriate limit has been
specified in regulations and for agencies outside central Government; this
is set at £450.00.   This represents the estimated cost of one person
spending 18 hours [at a rate of £25 per hour] in determining whether the
MPS holds the information, and locating, retrieving and extracting the
information.

Once part of the request goes over cost the whole request is exempt by
virtue of section 12 and there is no obligation to answer any part of the
request.  Therefore, in accordance with the Freedom of Information Act
2000 (the Act) this response acts as a Refusal Notice for the whole of
your request under Section 12 (1).

Section 17(5) of the Act provides:

(5) A public authority which, in relation to any request for information,
is relying on a claim that section 12 or 14 applies must, within the time
for complying with section 1(1), give the applicant a notice stating that
fact.

Section 12(1) of the Act provides:

(1) Section 1 does not oblige a public authority to comply with a request
for information if the authority estimates that the cost of complying with
the request would exceed the appropriate limit.

Section 16 of the Act provides:

(1) It shall be the duty of a public authority to provide advice and
assistance, so far as it would be reasonable to expect the authority to do
so, to persons who propose to make, or have made, requests for information
to it.

(2) Any public authority which, in relation to the provision of advice or
assistance in any case, conforms with the code of practice under section
45 is to be taken to comply with the duty imposed by subsection (1) in
relation to that case.

Should you require it, the MPS may be able to provide you with the

To enable the MPS to meet your request could you please provide this
office with further information.  

A department has been located and believes they are able to deal with your
Q2 and Q3, however it is very much dependant on Q1.

In order for me to ascertain if Q1 is achievable I need to know further
information to be able to find the department(s) which may hold the
 information.

With regards to the paper work officers have to fill out, the examples you
provided was (but not limited to) EAB, 124D, CARBS, Process, book 105 etc;

We need to understand if Q1 relates to

a) paper work officers generally have to fill in each day

b) or refers to paper work filled in relating to specific circumstances,
such as when offers make an arrest.  Depending on the reason of an arrest,
some of your examples provided may be necessary.  It would be helpful if
you can provide the specific circumstances/situations you need to know
about - It would make it easier for us to identify the paperwork which
needs to be completed.

After receiving your reply, your request will then be considered and you
will receive the information requested within the statutory timescale of
20 working days, subject to the information not being exempt or containing
a reference to a third party.

However, if the requested additional information has not been received by
10/02/206 I will assume you no longer wish to proceed with this request
and will treat it as withdrawn.
