Paper costs and carbon footprint reduction targets

The request was successful.

Dear Hertfordshire County Council,

I am currently compiling data on the cost to both the environment and expenditure on the use of paper.

I would be grateful if you can give me information on the following:

1) The total amount of reams of paper used by the authority in the last 12 months
2) The amount of expenditure on printing, photocopying, and consumables for internal purposes. We are not interested in the amount of expenditure for printing of publications for external use.
3) The amount of recycling of paper from your offices.
4) Does the local authority have a target to reduce the use of paper - if so what is the current progress?
5) Does the local authority have a target to reduce their carbon footprint - if so what is the current progress?

Yours faithfully,

A R Shaw

On 7^th December 2017 we received the following request for information
from you:

I am currently compiling data on the cost to both the environment and
expenditure on the use of paper.

I would be grateful if you can give me information on the following:

1) The total amount of reams of paper used by the authority in the last 12
months

2) The amount of expenditure on printing, photocopying, and consumables
for internal purposes. We are not interested in the amount of expenditure
for printing of publications for external use.

3) The amount of recycling of paper from your offices.

4) Does the local authority have a target to reduce the use of paper - if
so what is the current progress?

5) Does the local authority have a target to reduce their carbon footprint
- if so what is the current progress?

Your request for information has been considered under the Freedom of
Information Act. I can confirm that Hertfordshire County Council does
hold  the information you have requested and can respond as follows:

1) The total amount of reams of paper used by the authority in the last 12
months

·         Between Dec 16 to Nov 17, approximately 24,000 reams

2) The amount of expenditure on printing, photocopying, and consumables
for internal purposes. We are not interested in the amount of expenditure
for printing of publications for external use

·         Forecast Rentals/Clicks cost for Konica devices for this
financial year is £340,207 (this is printing, photocopying and
consumables). It is estimated that paper costs will be circa £50k this
year.

Forecast income for Herts Reprographics (internal Design and Print
department) for this Financial year (17/18) is: £937,984

However, it must be understood that there is no way to tell what
percentage of the work carried out by Herts Reprographics is for internal
use or for external use as this information is not held in this way. A
proportion of the work carried out by Herts Reprographics is for Herts
Catering Ltd and Herts for Learning as well as directly for Schools and
other external organisations associated with this authority.

3) The amount of recycling of paper from your offices.

·         We recycle 97% of all waste in the main offices. Serco will have
some data on paper as we have two streams: confidential and general.

Confidential waste figures as below. Please note that we do not hold this
data for general waste paper:

Month Tonnage Recycled
Jan-17 8.18 100%
Feb-17 10.04 100%
Mar-17 9.24 100%
Apr-17 9.94 100%
May-17 11.76 100%
Jun-17 10.41 100%
Jul-17 10.65 100%
Aug-17 15.24 100%
Sep-17 11.61 100%
Oct-17 13.69 100%
Nov-17 16.88 100%
Dec-17 11.67 100%

4) Does the local authority have a target to reduce the use of paper - if
so what is the current progress?

·         We are still processing this part of your request. Therefore we
are unable to respond today, but we will respond to you as soon as
possible.

5) Does the local authority have a target to reduce their carbon footprint
- if so what is the current progress?

·         The current Hertfordshire County Council Carbon Target spans the
period 2013/14 - 2017/18.

It was initially set assuming a reduction of 2% per annum, 10% across the
period. After a better than expected first year result, this was increased
to 3% per annum, 15% across the period and after another year exceeding
expectations it was re-set again to 24% across the period.

At the end of the 2016/17 period we achieved a total reduction of 26.4%
and therefore exceeded the further revised target with a year left to run.
The carbon target has been revised for a third and final time for this
period to 29%.

Dear A R Shaw,

Further to our response below, we are now able to answer question 4 as
follows;

4) Does the local authority have a target to reduce the use of paper - if
so what is the current progress?

·         Hertfordshire County Council has had savings associated with
printing costs in the past, an element of which includes assumptions about
reducing printing papers through greater use of technology (iPads,
SmartWorker). However, no specific target as such.

This now completes your request.
