Im happy to clarify point 1)

In order to enable London Councils to implement a pan-London byelaw, every local authority needs to delegate certain powers to London Councils. Hackney Council has not done this yet. Therefore I would like to know Why have the powers for the Pan-London dockless bike Byelaw not been granted to London Council Transport and Environment Committee?
