Pain ladders and Opiates

Dear Department of Health,

As the WHO pain ladder was derived for cancer patients is there a pain ladder that doctors can use that is for non cancer patients.

As Morphine toxicity death rates rise each year and as there is no way of knowing what a standard safe dose is for an individual as Morphine is metabolised through the liver and each persons liver metabolises at different rates is the department of health developing future guidelines on Morphine prescription and how doctors prescribe opiates.
