Dear Oxfordshire County Council,

Please provide me with copies of any public sector / quazi public sector body responses to the recent LTN consultation process for the Cowley area. If in doubt, please take an expansive interpretation about what amounts to a public sector / quazi public sector body.

I am particularly interested in any responses received by the emergency services / NHS-related organisations. I do not need to know the name of the person who responds on behalf of the organisation (this information can be redacted), just the substantive response itself.

Thank you for your correspondence received on 28 December 2020 in which
you asked for the following information:

 

Please provide me with copies of any public sector / quazi public sector
body responses to the recent LTN consultation process for the Cowley area.
If in doubt, please take an expansive interpretation about what amounts to
a public sector / quazi public sector body.

 

I am particularly interested in any responses received by the emergency
services / NHS-related organisations. I do not need to know the name of
the person who responds on behalf of the organisation (this information
can be redacted), just the substantive response itself.

 

Your request is being considered and you will receive the information
requested as soon as possible and in any event within the next 20 working
days in compliance with the Environmental Information Regulations
2004/Freedom of Information Act 2000, unless an exception applies. This
means that the council will respond to you by the end of 27 January 2021
at the latest.

 

If appropriate, the information requested can be made available in
alternative formats, including other languages, Braille, large print, and
audiocassette. If you require any of these formats then please let me
know.

I am writing in relation to Oxfordshire County Council's handling of my FOI request 'Oxford LTN consultations'.

I specifically wanted to see "the responses received by the emergency services / NHS-related organisations. I do not need to know the name of the person who responds on behalf of the organisation (this information can be redacted), just the substantive response itself."

In the response I have just received, I have not been provided with this specific information. If this was an error on behalf of the OCC, please simply send me to the information now. If this was a deliberate decision not to provide me with this information, please treat this message as a formal request for an internal review.

Dear Mr Parnham,

 

Thank you for your email dated 27 January 2021.  As you have indicated
that you are not satisfied with the response made by the County Council,
the issue has been referred to me to conduct an internal review.

 

My investigation

 

I have completed the internal review and have looked at the whole request
afresh. I have also looked at how the original response was handled.  On
that latter point, I can see that we replied within the statutory
timeframe. 

 

I am satisfied that a substantial search for all electronic records was
carried out. However, upon further investigation it appears that a written
statement from the police was not included as part of the initial
response.

 

I include below a summarised extract from that submission. Please accept
my apologies for this not being provided to you previously:

 

o The Police responded asking if they were required to enforce the
traffic filters with exemptions for buses, to which we replied that
they would not. They had no objections or comments on the scheme
otherwise.

 

In noting your specific reference to emergency services / NHS services, I
can confirm that any responses from these services were collated as part
of the original response. As such all responses have been supplied to you
as received at the time of your request.
