Oxford Flood Alleviation Scheme

We're waiting for George Paton to read recent responses and update the status.

Dear Sir / Madam

Under the Freedom of Information Act (FOI Act) I am instructed to ask on behalf of a client for all the written information (either as letters, emails or reports) held by the Environment Agency and / or Thames Regional Flood and Coastal Committee on the following:

1. Any evidence held by the Environment Agency when the following streams and rivers around Oxford in the Botley, North Hinksey, South Hinksey, Seacourt, Osney and Osney Mead areas where last dredged or vegetation removed or desilted:

a. River Isis or the River Thames
b. Hinksey Strean
c. Wytham Brook
d. SeacourT Brook
e. Castle Mill Stream
f. Bulstake Stream
g. Mill Stream
h. Osney Ditch
i. Botley Stream

For the above, please provide dates of the works, the name of the contractors, the cost of the works on each occasion, the exact job carried regarding distance dredged, vegetation removed or desilted on each occasion?

2. Please provide all evidence held as to what options have been considered regarding the Oxford Flood Alleviation Scheme? Please provide the relevant technical reasoning of why each option has been discounted?

3. Please also provide the risk analysis for each solution considered as part of teh oxford Flood Alleviation?

3. Please provide all information and evidence including all details of why desilting, dredging and removal of vegetation of the streams and rivers mentioned above have been discounted?

4. Please provide any details held about the estimated cost of desilting, dredging and removal of vegetation as an alternative to the proposed Oxford Flood Alleviation Scheme?

5. Please provide the latest information of the cost of the preferred Oxford Flood Alleviation Scheme option?

6. Please provide details of all the archaeological finds from various surveys including any archaeological reports?

7. Please provide all reports relating to the ecology surveys carried out for the Oxford Flood Alleviation Scheme?

8. Please provide any ecologists / botanists correspondence regarding the reinstatement of the flora and fauna following the proposed Flood Alleviation works? Please also provide a risk analysis of whether any flowers , plants or animals will struggle to reestablish post the flood alleviation works?

9. Please provide all correspondence the Environment Agency have received from or sent out to Oxford University or Oxford University's Consultants or Agents regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments in Oxford?

10. Please provide all correspondence the Environment Agency have received from or sent out to Department of Engineering Science regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments in Oxford?

11. Please provide all correspondence the Environment Agency have received from or sent out to Housing England regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments in Oxford?

12. Please provide all correspondence the Environment Agency have received from or sent out to Ministry of Housing, Communities & Local Government regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments in Oxford?

13. Please provide all correspondence the Environment Agency have received from or sent out to Vale of White Horse District Council regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments?

14. Please provide all correspondence the Environment Agency have received from or sent out to Oxford City Council regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments?

15. Please provide all correspondence the Environment Agency have received from or sent out to Scottish and Southern Electric regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments?

16. Please provide all correspondence the Environment Agency have received from or sent out to National Power regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments?

20. Please provide all correspondence the Environment Agency have received from or sent out to Michael Gove MP or his offices at DEFRA regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments?

21. Please provide all correspondence the Environment Agency have received from or sent out to Thames Water regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments?

22. Please provide all correspondence the Environment Agency have received from or sent out to Thames Regional and Flood Coastal Committee regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments?

23. Please provide all correspondence the Environment Agency have received from or sent out to Oxfordshire Local Enterprise Department regarding the Oxford Flood Alleviation Scheme or the Osney Mead project or the development of Osney Industrial Estate or any other developments?

24. Please provide details as to how Dalcour Maclaren were engaged as the Environment Agency's Land Agents for the Oxford Flood Alleviation Scheme? Please also provide which other agents applied for this work?

25. Please provide any details held regarding the Housing Infrastructure Fund bid for theOsney Industrial Estate Reddevelopment?

26. Please provide details if there is additional land removed from the flood plain after the proposed Flood Alleviation Scheme works. Or a change of flood zone status on any land. If so please identify on a plan?

27. Please provide details of whether the clay and minerals being removed from the Flood Alleviation Scheme are to be sold? If so how much is the estimated sale of clay or mineral revenue?

28. Please provide any legal advice obtained by the Environment Agency relating to the use of Compulsory Purchase powers under the Water Resources Act 1991 for the acquiring of land from the various landowners where third party land owning Osney Industrial Estate becomes developable following the scheme?

29. Please provide any third party hydrologists correspondence on the current proposed Oxford Flood Alleviation Scheme?

30. Please provide any third party hydrologists correspondence on other options they suggest would work for the Oxford Flood Alleviation Scheme? Please show why these options where discounted?

31. Please identify who is funding and how much funding each party is putting to theOxford Flood Alleviation Scheme?
