Our Response:

 

 

1.      Please provide details of all work awarded by Oxford Direct
Services to 1st Choice Scaffolding Oxford Ltd in the past 5 years. For
each job please provide: PO Number, Date PO Raised, Job Number, PO Value
and Scope of Work Undertaken. Please present the information in an Excel
spreadsheet format with all columns clearly labelled.

 

We are unable to provide a list of all jobs with PO Number, Date PO
Raised, Job Number, PO Value as this is commercially sensitive
information, exempt under s24 of the FOIA 2000. This would cause harm to
the contractor as it would allow identification of their costs which would
allow competitors to know their units costs. This could also lead to
identification of properties having work undertaken.

 

To break down the scope of work for all the works since 2018 (we can only
go back to when ODS started) would take over the 18 hours limit specified
in s12 of the Act to complete a FOI as each job would need to be opened,
detailed scope identified and then copied into the excel spreadsheet. This
would take at least 5 minutes per job and there are 922 work orders
listed. There may be more than one job per work order, so circa 1,000
records to review. Therefore the time would be approximately 80 hours to
undertake this analysis.

 

We have therefore provided monthly data showing the cost of works invoiced
in the month as well as number of work orders. Please note: work orders
can vary in what is included depending on what the work is for, how long
scaffolding is required etc. Please see attached.

 

2. What is the total sum of money that has been paid by Oxford Direct
Services to 1st Choice Scaffolding in the past 5 years?

 

The total sum of money paid since 2018 is £704,654.11

I am writing to request an internal review of Oxford City Council's handling of my FOI request 'Oxford Direct Services - Work Awarded to 1ST CHOICE SCAFFOLDING OXFORD LTD'.

I am not satisfied with the response you have provided as I believe you have misused section 24 of the FOIA 2000.

You suggest that you are unable to provide details of scope of work undertaken as this would exceed 18 hours limit. Please provide details of procedure and all software used to record "scope of work" for an individual job.

In the meantime please provide scope of work details for all jobs between June 2021 and June 2022. According to the spreadsheet you provided there are 195 work orders issued during this period and based on your own estimates of 5 minutes per work order the data should be able to be extracted within the 18 hours limit.

1. cancelled
2. entered in error and need to be removed from the system
3. given a provisional £1 value until full costs are confirmed (which could take several months until final job requirements are confirmed).

We have a backlog of entries for cancelled jobs or errors appearing on the system which we are currently in the process of clearing.
