Oxford City Council + Oxford Direct Services - Furlough of staff March 2020 to May 2021

1. Please list on a monthly basis the number of Oxford City Council employees furloughed between March 2020 and May 2021. In addition please list on a monthly basis the number of employees furloughed in each department or location.

2. Please give details of money received from the Government on a monthly basis for furloughed Oxford City Council employees and additional top up of salary provided by Oxford City Council.

3. Please list on a monthly basis the number of Oxford Direct Services employees furloughed between March 2020 and May 2021. In addition please list on a monthly basis the number of employees furloughed in each department eg, Waste & Recycling, Civil Engineering, Property Maintenance etc.

4. Please give details of money received from the Government on a monthly basis for furloughed Oxford Direct Services employees and additional top up of salary provided by Oxford Direct Services.

The Information Commissioner’s Office (ICO) recognises the unprecedented challenges all are facing during the coronavirus (COVID-19) pandemic.

In particular they understand that resources, whether they are finances or people, may be diverted away from usual compliance or information rights work. Whilst the ICO can’t extend statutory timescales, they will not be penalising public authorities for prioritising other areas or adapting their usual approach during this extraordinary period.

Please see the attached spreadsheet. Oxford City Council did not have any
employees on Furlough in May.

Information previously supplied to you in FOI 10134 response for March
2020- March 2021 for Oxford Direct Services (ODS)
 
Oxford Direct Services did not have any employees on Furlough in May.
 
4. Please give details of money received from the Government on a monthly
basis for furloughed Oxford Direct Services  employees and additional top
up of salary provided by Oxford Direct Services.

There was no May claim. I should point out that these numbers have
somewhat moved versus the ones previously supplied. This is due to the
fact that we had to rework all claims as during our year end due diligence
we realised that we had used the wrong “reference salary” to calculate the
claim amount and also repaid some claims for people who were off sick as
well as furloughed.
 
If you disagree with any part of the response to your request, you are
entitled to ask the Council for an internal review of the decision(s)
made.  You may do this by writing to the Monitoring Officer, by either
email – [1][email address] – or by post to Monitoring Officer, Oxford City
Council, St Aldate’s Chambers, St Aldate’s, Oxford, OX1 1DS.  After the
result of the internal review, if you remain dissatisfied, you may ask the
Information Commissioner to intervene on your behalf.  You may do this by
writing to the Information Commissioner's Office, Wycliffe Lane, Wilmslow,
Cheshire, SK9 5AF.
