Ownership and management status of council property

Could you clarify the ownership and management status of the Council-owned land bounded by Dyke Road Park, Old Shoreham Road and The Upper Drive. I note from the map 'Land_Use_of_Council_Owned_Land_2011.pdf' that three sections are designated 'Education' and one large area, apparently including Dyke Road Park, is designated as 'Environment Land'. Could you tell me the name and job title of the officer who is responsible for the management of 'Environment Land' and the Council Committee with oversight over the applicable policies, specifically land use and tenure.

I understand that a management agreement exists between the Council and Cardinal Newman Catholic School which grants management of the south-western area bounded by Old Shoreham Road, the railway line and the above area of 'Environment Land'. I believe this area is designated 'Education' on the Land Use map. Could you please provide me with a copy of this agreement or direct me to its location. Could you clarify which Council officer has responsibility for the adherence of the parties to the terms of this agreement and which Council Committee has oversight.

The Joint User Agreement is attached as requested. This is an Agreement between three parties (the City Council, Cardinal Newman Catholic School and BHASVIC) that records ownership, joint use and ancillary matters that was entered into in January 2000. The Agreement specifies the land in question, which includes land owned by BHASVIC as well as by the Council. The Council was party to this agreement since it is the freeholder of the land. The joint use part of the agreement was to set the framework for the sharing and use of the field by the schools (including Stanford Junior School) and the college day to day. It is not therefore necessary for the council to have a role in ensuring adherence to this as it is a matter for the schools and the college.

The maintenance of the playing field is also a matter for Cardinal Newman and BHASVIC. BHASVIC is responsible for maintaining the land which they own. The maintenance of the land owned by the Council is delegated to Cardinal Newman School along with the budget for this.
