The details of his remuneration package, including expenses and stock options are not listed under the register of Members interests. Why is this?

Thank you for your request for information as copied below. You asked
questions about Mr Owen Paterson’s entry under the Register of Members’
Interests, which we have sought to answer below.

 

Please note that, while we endeavour to be as helpful as possible, the
Freedom of Information Act provides the requester with an access right to
recorded information held by the House of Commons. It does not extend, for
example, to requests for views, explanations or comments about a
particular matter unless this information is recorded.

You asked why the Register does not include details of the remuneration
package for Mr Owen Paterson’s part time appointment with Randox
Laboratories Ltd, including expenses and stock options. We would not
necessarily expect the Register to include this information at this stage.

 

The website of the Government’s Advisory Committee on Business
Appointments, published on 11 August 2015, states that Mr Paterson took up
his position with Randox Laboratories Ltd in August 2015. The requirement
to record outside employment in the Register of Members’ Financial
Interests is normally triggered by receipt of a payment. And under the
rules agreed by the House, once an MP has received a payment received from
an outside employer, he/she has 28 days to register that payment.

 

You also asked for full details of Mr Paterson's remuneration, including
expenses, bonuses and stock options accrued to him in relation to his part
time business with Randox Laboratories Ltd. At the time of your request,
this information is not held by the House of Commons.

 

Some of this information would not, in any case, be included in the
Register or held by the House of Commons. Members who undertake outside
work are required to register remuneration including bonuses; but they do
not register expenses unless they are taxable. Stock options are not
registrable unless they are part of the Member’s remuneration package, or
unless their value exceeds the threshold for registering shareholdings
(over £70,000).
