Overseas visitor management teams at NHS mental health trusts

Dear Tavistock and Portman NHS Foundation Trust,

I write to request information under the Freedom of Information Act 2000 on how you have instituted overseas patient charging and the costs of your overseas visitor management team at your trust, if you have one. Please can you tell me:

1) Whether you have an overseas visitor management team or a similar team? If NOT, who then is in charge of overseas patient charging in your trust in line with changes advised in the Department of Health's Draft guidance on implementing the overseas visitor charging regulations, 2017?

2) What is the cost of the current team for the preceding year, or if established only recently following the changes in 2017, its cost of set up and estimated costs for 2017/2018? (Note: this cost could include salaries, but also overheads including facilities and equipment used).

3) What, if any, charges have been levied to overseas patients in your trust by this team, and how much of this has been recouped?

I am writing to request an internal review of Tavistock and Portman NHS Foundation Trust's handling of my FOI request 'Overseas visitor management teams at NHS mental health trusts'.

The referral to another FOI dated before the changes denies their request on the basis there was no charging at that time required. As per my request, the law has since changed and your Trust is now required to have an established mechanism for charging, and should be levying charges. The FOI I was referred to is therefore out of date and inadequate to answer my request. A new response is required. Please review my request accordingly.

The Trust will arrange for an internal review to be conducted by a senior
member of staff, who was not involved with the original request, which
will allow them to make an impartial and fresh decision based on all
available evidence supplied to them, and is empowered to either uphold or
overturn the original decision.

 

We aim to handle all internal reviews within 20 working days from the date
the request is received but there may be occasions, depending on the
circumstances, when it will take longer.  Should that be the case, then we
would advise you further.  We currently estimate that you will receive a
written response on or before 27th October with details of the outcome of
the internal review.

Your request for information, as detailed in your email below, has now

information requested is considered to be not applicable to this Trust.

 

The Tavistock and Portman NHS Foundation Trust is a specialist mental
health Trust which provides outpatient psychotherapy services only.   The
Trust has no visitor management teams and does not provide services to
walk-in patients or to overseas visitors who are not entitled to free NHS
care. We do not provide acute services.  All our patients are referred
through their GPs and are entitled to NHS Care, which means that there is
no requirement to levy charges for NHS services to NHS care-entitled
patients.

 

The specific answers to your questions are as follows:

1.       Whether you have an overseas visitor management team or a similar
team? If NOT, who then is in charge of overseas patient charging in your
trust in line with changes advised in the Department of Health's Draft
guidance on implementing the overseas visitor charging regulations, 2017?

The Trust does not have an overseas visitor management team because we do
not accept patients who are not entitled to free NHS care.

The Department of Health draft guidance on overseas visitor charging was
discussed at Executive Management Team and was found not to apply to this
Trust as we do not accept  overseas visitors as patients and only treat
patients who are entitled to free NHS care and are referred by their GP

2.       What is the cost of the current team for the preceding year, or
if established only recently following the changes in 2017, its cost of

our responses of 17^th September and 3^rd October were factually correct.
