Overnight Parking

With regards to the "No Overnight Parking" signs displayed in the Districts "Lay-By's" and other locations, as the public must be able to understand what is required in order to comply, please could you provide me with the following information...

1) Could you provide me with the definition of "Overnight Parking" as contained in the legislation and/or by-laws, which is relied on by yourselves.

I particularly require the hours covered in this definition i.e. what period of time does "Overnight" cover and what is the permissable length of time a vehicle is allowed to be parked during this "Overnight period"

2) Could you provide an extract of the legislation which you rely on, which covers "Overnight Parking" or alternatively if this is available online, please could you provide the link to the relevant page.

I would like to take this opportunity to apologise for the late response
to your request for information. I am sorry that South Lakeland District
Council did not respond to your information request within the statutory
20 working days as directed under the Freedom of Information Act 2000. I

I can confirm the following:
 
South Lakeland District Council administers the Off-Street Orders related
to parking within South Lakeland District Council Car Parks. The Council
maintains, operates and enforces on car parks under the Off-Street Parking
Places Order 2004 (as amended), to strictly enforce the regulations on car
parks to minimise illegal parking and complies with the parking
legislation contained within the Traffic Management Act 2004 (as amended)

As of the 1 July 2012, Cumbria County Council exercises its powers in the
Traffic Management Act 2004 (as amended) to enforce the regulations
related to on-street parking in an attempt to minimise illegal

Thank you for your reply which indicates how you obtain the powers to make such regulations and details about car parks but unfortunately does not cover the "No Overnight Parking" signs displayed in the Districts "Lay-By's" as detailed in the FOI request.. This information about the permitted times should be readily available to the public in order for them to keep within the legislation.. I repeat the request below...
