Overall S106 payments made to Southwater previously and to come

steve clarke made this Freedom of Information request to West Sussex County Council

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was partially successful.

Dear West Sussex County Council,

I would like to get some information regarding S106 monies that are paid by developers.

I understand that the S106 money is paid to HDC who then effectively pass it onto the southwater parish. Is this correct?

I have found some previous data online but this only shows figures for early 2018 and is not up to date. Can you supply an up to date list? Or has there been no up to date payments since this list?

Specifically I would like to know the amount of s106 money that has been earmarked for Southwater past and present and when these payments will be paid. This payments are in relation to the extensive development we have had in the parish in recent years.
Specifically in regards to the promised S106 money that has been promised to Southwater Junior academy for some time to replace the 2 portakabins. This has been promised by HDC Councillors but has not materialized yet again. How is this using s106 monies for their intended purpose?

Also can I have some information on the piper trust that has a covenant on the leisure centre land in Pevensey Road?

I can not find any information on this online apart from general articles. Is tere somewhere where you can view the document in its entirety?

Yours faithfully,

Steve Clarke

Dear Steve Clarke,

Our Ref: FOI/776

On 06/03/2020 you made the following request for information, which has
been dealt with in accordance with the provisions of the Freedom of
Information Act 2000.

S106 schedule of payments past, present and future for Southwater Parish,
2013 to present.

We have now completed a search for the information which you requested and
confirm that this Authority holds data relevant to your request.

The Response to your request is as follows:

* Please find attached a spreadsheet showing, across four tabs, money
that has been received and spent in Southwater for the years since
2013.

Please note - tab 1 shows money not yet paid and it is possible, and
highly likely that in many instances, that planning permission will have
expired or the application has been superceded by a more recent one.
Consequently many of these funds are not going to be paid.

Please also note there are two tabs which separate money which is
allocated and money which isn't allocated. If it is described as allocated
then there is an active scheme which is looking at spending the money.
However, we do informally earmark a large majority of the funds towards
schemes which are not recorded here until we have received formal
permission to undertake the scheme. So, a lot of the unallocated funds
will fall into this category and unallocated doesn't mean that there isn't
a scheme that the funds are going to be used for, only that the scheme
itself isn't yet at an advanced stage
