Outstanding Service Charge Payments on Buy Backs
Dear Lambeth Borough Council,
Please could you give me a summary of the number of properties bought back on estates facing demolition with Service Charge arrears?
Please could you tell me the average or the total of the amount outstanding?
Please could it be for all the buy backs since demolition plans began, approx. 7years, broken down into estate?
Please could you tell me if this outstanding total is withheld from the total paid to the leaseholder being bought out?
Please can you tell me what happens to this money? Is it ever paid into the Housing Revenue Account?

I am writing to request an internal review of Lambeth Borough Council's handling of my FOI request 'Outstanding Service Charge Payments on Buy Backs'.
Please could you supply me with the answer to the question?
A person who lived on Central Hill was suicidal as he had mounting debts, mainly his Service Charges to Lambeth Council. His income was too low to cover these. He was unable to sell on the open market and had no option but to sell back to the council for a substantially lower price than if he had been able to sell on the open market. The outstanding service charge was quite considerable. How did he manage to sell to the council with arrears? How was he able to move if the council do not buy back with arrears? This seems a blatant lie.
