Thank you for your email dated 14/12/2016 requesting information under the Freedom of Information Act 2000. I am now in a position to respond to your questions as follows:

I understand that your Council has contracted ICT services to a third party organisation known as Shared Resource Service.

In relation to this arrangement I would be grateful if you could provide me with the following information under the provisions of the Freedom Of Information act:

1. A copy of the outline business case/plan that was prepared prior to the outsourcing of ICT services.
2. A copy of the full business case/plan that was prepared prior to the outsourcing of ICT services.
3. An explanation of how the outsourcing took place in relation to Procurement Legislation, e.g. was the work procured via a procurement framework. Please also explain how the procurement of these services complied with European Legislation.
4. An explanation of your Council's governance relationship with Shared Resource Service, e.g. does the Council have appointed seats on the board of SRS; or share ownership of SRS?

Torfaen County Borough Council receives services from the SRS which is a collaborative service between Torfaen CBC, Monmouthshire CC, Blaenau Gwent CBC, and Gwent Police with Newport CC to follow in April 2017. It is not a separate entity and the TCBC contribution for 2016/17 is contained within out budget book link below.

I have been asked to carry out an internal review in relation to the
Council’s response to your request for information under the Freedom of
Information Act.

On 14^th December 2016 you asked for the following information in relation
to the Shared Resource Service as follows:

The Council responded on 11 January 2017 by stating:

Torfaen County Borough Council receives services from the SRS which is a
collaborative service between Torfaen CBC, Monmouthshire CC, Blaenau Gwent
CBC, and Gwent Police with Newport CC to follow in April 2017. It is not a
separate entity and the TCBC contribution for 2016/17 is contained within

On 16^th February you requested an internal review as follows:

In response to my request for "1. A copy of the outline business case/plan
that was prepared prior to the outsourcing of ICT services." I was
provided with a link to Council minutes which discussed the business plan
for the Shared Resource Service. I was not provided with a copy of the
outline business case/plan.

In response to my request for "2. A copy of the full business case/plan
that was prepared prior to the outsourcing of ICT services. " I was
provided with a link to Council minutes which discussed the business plan
for the Shared Resource Service. I was not provided with a copy of the
business plan itself.

In response to my request for "3. An explanation of how the outsourcing
took place in relation to Procurement Legislation, e.g. was the work
procured via a procurement framework. Please also explain how the
procurement of these services complied with European Legislation. " I was
not given any response.

I have now considered you request and will comment as follows:

To answer questions 1 and 2, there was no outsourcing of ICT services.
The Shared Resource Service is an in house collaborative arrangement for
ICT services. There is no separate document which sets out the business
case/plan as you have requested. The business principles are however set
out in the report that went to cabinet on 15^th June 2010 and below is
the link to that report.

With regard to question 3, there was no outsourcing of ICT services as
this was an in house collaborative arrangement for ICT services. The
procurement legislation did not apply.

That concludes my review and I trust that this answers your queries.

Easter Bank Holiday changes to services
There will be no waste and recycling collections in Torfaen on Easter
Monday (17 April) and all collections that week will take place a day
later than scheduled.

The revised collection dates are as follows:

• Friday 14 April 2017 will be collected on Friday 14 April 2017
• Monday 17 April 2017 will be collected on Tuesday 18 April 2017
• Tuesday 18 April 2017 will be collected on Wednesday 19 April 2017

[12]Easter fun at Blaenavon World Heritage Centre and Library

There are lots of activities for the whole family taking place at the
Blaenavon World Heritage Centre and Library this Easter.

From Tuesday 11 to Friday 21 April visitors can take part in daily Easter
egg hunts between 11am – 4pm. Entry is £1 per child.

Easter craft workshops will be running on Tuesday 11 until Friday 14
April, and Tuesday 18 to Friday 21 April. Sessions take place between 11am
– 4pm and entry is £1 per craft activity.

In the library there will be free story & craft sessions on Thursday 13
and 20 April at 2.30pm.

On Wednesday 19 April visitors can also step back in time and meet school
founder Sarah Hopkins in the Victorian schoolroom.

The annual Mic Morris Torfaen 10k road race

Taking place on Sunday, 17 September 2017, Torfaen council sports development
team are expecting record numbers for this year’s event with registrations
already up on last year.

Runners will start at 9am from Cwmavon Road in Blaenavon and cross the finish
line in beautiful surroundings of Pontypool Park. All runners are chip timed and
will receive a Tech T-Shirt and the race is suitable for all runners and athletes
with disabilities. The minimum age for entrants is 15 years old.

Entry fees are £12 for affiliated runners and £14 for unattached runners.
Entrants on the day will pay an additional £2. All profits from the Race will be
donated to the Mic Morris Memorial Sporting Trust Fund. Mic Morris was a police
officer and brilliant British international middle distance runner from Pontypool
who died aged just 24 years during a training run in 1983. The trust fund was
set up between Gwent Police and Torfaen Council to raise money for Torfaen’s
elite young sports people, specifically for young people aged 11 to 21 who live
in Torfaen.

Mae tîm datblygu chwaraeon cyngor Torfaen yn disgwyl y nifer uchaf erioed o
gyfranogwyr yn y digwyddiad eleni sy’n cael ei gynnal ar ddydd Sul, 17 Medi 2017,
gyda mwy o redwyr na chafwyd y llynedd, eisoes wedi cofrestru.

Bydd rhedwyr yn cychwyn am 9am o Heol Cwmafon ym Mlaenafon ac yn croesi’r llinell
derfyn yn amgylchedd godidog Parc Pont-y-pŵl. Mae pob rhedwr yn cael ei amseru â
sglodyn a byddant yn derbyn Crys-T Tech ac mae’r ras yn addas i redwyr o bob math
ac athletwyr ag anableddau. Ni chaniateir unrhyw un dan 15 oed i gymryd rhan yn y
ras.

Mae’r ffioedd mynediad yn £12 i redwyr cyswllt a £14 i redwyr digyswllt. Bydd y

Torfaen County Borough Council Elections 2017

This year's elections saw a total of 29 Labour councillors, 11
independents and four Conservatives elected to serve as Torfaen county
borough councillors. Of the 44 councillors elected, 21 will be new
members.

Council staff were on hand to run polling stations across the borough and
counted votes at Pontypool Active Living Centre through the night to
deliver the results which were broadcast live on Facebook and Twitter
through the early hours of the morning.

Community councils are being counted today.

Enjoy a summer of fun in Torfaen / Mwynhewch haf o hwyl yn Nhorfaen

[2]summer events 2017

A packed summer of events kicks off in Torfaen next week on Saturday 10
June with the Cwmbran Big Event.

Taking place at Cwmbran Boating Lake from 12pm – 5pm the event includes
music and dance acts, sports, play activities for children and much more.

Highlights this year include beatboxer Beatbox Tangent, a laser tag arena,
and the annual raft race.

On Saturday 24 June attention turns to the north of Torfaen with Blaenavon
World Heritage Day.

Taking place in the town from 11am until 4pm there will be lots of stalls,
food and drink, farm animals, a children’s fun fair, and music and dance
stage.

Highlights include the annual Heritage Costume Parade and music sets from
local band Mr Green and the Wishful Drinkin Band, and former Voice start
Tobias Robertson.

Finally on Saturday 8 July Pontypool celebrates with Pontypool Party in
the Park.

Held in Pontypool Park from 11am until 5pm the event features a huge range
of music, dance, art, craft, sports, and a large fun fair.

Highlights include top tribute band The Beatles Go On, displays from
professional BMXer Matt Hemmings, and a children’s parade celebrating
Welsh Legends.

Torfaen Playschemes

A wide range of play activities will be provided this summer across
Torfaen to ensure that every child’s right to play is supported. Over 30
playschemes will be delivered in partnership with Town and Community
Councils. The playschemes will be delivered from various locations across
the borough for children and young people aged 5 – 12 years (with support
for those with disabilities up to the age of 18 years).

Cynlluniau Chwarae Torfaen

Bydd amrywiaeth eang o weithgareddau chwarae ar gael ar draws Torfaen dros
yr haf er mwyn sicrhau bod hawl pob plentyn i chwarae yn cael ei chefnogi.
Bydd dros 30 gynlluniau yn cael eu cyflenwi mewn partneriaeth â
Chynghorau Tref a Chymuned. Bydd y cynlluniau mewn amrywiaeth o leoliadau
ar draws y fwrdeistref ar gyfer plant a phobl ifanc 5 – 12 oed (gyda
chefnogaeth ar gyfer y rheiny ag anableddau hyd at 18 oed).
The playschemes provide a platform for children and young people to
socialise and make friends, learn new skills as well as participate in new
and exciting activities. There is a strong focus within the playschemes in
encouraging children and young people to be physically active.

A mixture of both paid workers and volunteers have been recruited to
deliver the schemes throughout the summer holidays. All workers and
volunteers take part in an in-depth training week and will receive an
enhanced DBS. Over 140 young people aged 16 – 18 years will volunteer
within the playschemes making a positive contribution to their local
community. The playschemes will be taking place in the following areas :-

Llantarnam, Ponthir, St Dials, Fairwater, Coed Eva, Hollybush, Pontnewydd,
Llanyrafon, Croesyceiliog, Sebastopol, Tranch, New Inn, Pontypool,
Abersychan, Pentwyn, Garndiffaith, Penygarn and St Cadocs, Trevethin,
Blaenavon, Greenmeadow, Henllys, Thornhill, Maendy

Our annual residents survey is your opportunity to tell us whether the
actions we are taking on your behalf are making a difference to the lives
of the people living in Torfaen.

This year the survey is a lot shorter and focuses on the key priorities of
the council:

• creating a clean, green Torfaen
• supporting our most vulnerable residents
• raising educational attainment

Following the feedback from the last survey we have taken a number of
measures based on what people said including

• the Torfaen spring clean - a deep cleanse of the borough including
roadside verges and open spaces and events to support communities to
improve their local environment
• provided extra funding to enable stronger enforcement of dog fouling
and litter
• provided £1 million extra funding to help improve roads in the borough
• focussed our capital investment on improving our school buildings
• invested extra funding for social care services to vulnerable
residents

Torfaen to do things differently and think about;

• and to prevent persistent problems such as poverty, health

Torfaen pupils celebrate GCSE results

Pupils from across Torfaen have been celebrating their GCSE results.

For GCSE, the provisional figures indicate 50 per cent of pupils achieved the Level 2 threshold including
English or Welsh and Mathematics (5 GCSE A* - C including English or Welsh 1st Language and Maths), which is a
reduction of 3 per cent on 2016 results.

Overall, 52.6 per cent of pupils achieved the Level 2 threshold (5 GCSE A*- C), a decrease from 78.5 per cent
last year results for 5 A*-C as a result of BTEC qualifications no longer contributing to this level 2
threshold.

Adult Learners celebrate success

Adult Learners across Torfaen are celebrating today following fantastic results in their GCSE exams and a
successful year of learning with Torfaen Adult Community Learning.

This year 100 per cent of GCSE English and 100 per cent of the learners on the GCSE Maths Higher paper achieved
A* - C passes.

76% per cent of learners studying GCSE Maths Intermediate level achieved passes at B – D.

Bank holiday waste and recycling collections

There will be no waste and recycling collections on bank holiday Monday 28 August and all collections will take
place a day later than scheduled.
Collections will also start at 6am that week, so residents are asked to have their containers at the kerbside
for 6am.

The revised collection dates are as follows:

Monday 28 August will be collected on Tuesday 29 August
Tuesday 29 August will be collected on Wednesday 30 August
Wednesday 30 August will be collected on Thursday 31 August
Thursday 31 August will be collected on Friday 1 September
Friday 1 September will be collected on Saturday 2 September

[7]rainbow flag Torfaen celebrates with Rainbow Flag

Torfaen Council are flying the Rainbow Flag outside the civic centre in Pontypool all this week
to celebrate Rainbow Flag day on Friday, August 25 and the start of Pride Cymru events in
Cardiff this weekend.
This year marks the 50 year anniversary of the partial decriminalisation of homosexuality
through the Sexual Offences Act 1967.

[14]memorial bench Popular local councillor commemorated with memorial bench

A bench to commemorate former Torfaen councillor Marlene Thomas has been unveiled at the
Llantarnam Grange arts centre in Cwmbran where she was an active member of the centre’s
committee.
Mrs Thomas, who was a councillor for the Croesyceiliog ward, died in January 2016 and was a
huge supporter of the arts, as well as working throughout her political career to improve
representation of woman in politics at both a local and national level.
The bench was commissioned by the Torfaen Labour Women’s Forum and made by Cwmbran Woodcraft
with wood sourced from Blaen Bran Community Woodland.

Mae mainc er cof am Marlene Thomas, cyn-gynghorydd yn Nhorfaen, wedi cael ei dadorchuddio
yng nghanolfan gelfyddydau Llantarnam Grange yng Nghwmbrân lle roedd hi’n aelod gweithredol
o bwyllgor y ganolfan.
Bu farw Mrs Thomas, a oedd yn gynghorydd dros ward Croesyceiliog, ym mis Ionawr 2016. Roedd
hi’n angerddol dros gelfyddydau, a gweithiodd trwy gydol ei gyrfa wleidyddol i wella
cynrychiolaeth menywod mewn gwleidyddiaeth ar lefel leol a chenedlaethol.
Comisiynwyd y fainc gan Fforwm Merched Llafur Torfaen a'i chreu gan Cwmbrân Woodcraft gyda
phren o Goetir Cymunedol Blaen Bran.

Residents and business in Torfaen are being asked comment on the way the council licenses businesses
such as pubs, clubs and taxi firms.
Torfaen council is now working collaboratively with Blaenau Gwent County Borough Council to deliver
licensing services, and needs to ensure that where practical these policies are fair and consistent
across both authorities.

Residents and businesses are invited to review the draft policy documents and make their comments.
