Outsourcing of ICT Services

Dear Monmouthshire Council,

I understand that your Council has contracted ICT services to a third party organisation known as Shared Resource Service.

In relation to this arrangement I would be grateful if you could provide me with the following information under the provisions of the Freedom Of Information act:

1. A copy of the outline business case/plan that was prepared prior to the outsourcing of ICT services.
2. A copy of the full business case/plan that was prepared prior to the outsourcing of ICT services.
3. An explanation of how the outsourcing took place in relation to Procurement Legislation, e.g. was the work procured via a procurement framework. Please also explain how the procurement of these services complied with European Legislation.
4. An explanation of your Council's governance relationship with Shared Resource Service, e.g. does the Council have appointed seats on the board of SRS; or share ownership of SRS?

I refer to your request under the Freedom of Information Act 2000. 

 

You asked:

The council has not contracted out to a 3rd party organisation nor has it
outsourced its ICT arrangements.

 

In September 2011 MCC cabinet agreed that we would join together with the
I.T. teams of Torfaen County Borough Council and Gwent Police. This was
called the Shared Resource Service (the SRS). Since then, Blaenau Gwent
County Borough Council have also joined the shared service and we will 
shortly be joined by Newport City Council.

 

The arrangement is governed by a Memorandum of Understanding, and all
partners have a representative on the SRS board. The SRS is not a profit
making organisation and each partner in the arrangement is equal. The SRS
is hosted by Torfaen County Borough Council, and its staff are currently
employees of Torfaen.
