Outsourcing of Care Planning

Dear Lancashire County Council,
Does the Authority outsource the production of Care Plans to third parties? If so which organisations has it approved to carry out such work. Do these third parties in turn outsource any of their care planning work to others. If so, to whom do they outsource it.

Please supply copies of tender documents used for outsourcing the production of Care Plans, specifications for carrying out the work and copies of contracts agreed for such work. If outcome based specifications were used, copies of these are also required. If more than one organisation is used to produce care plans and the documents listed in the previous sentence are the same from one organisation to another, one set of documents as an example will be sufficient.

How is the quality of the work carried out by the organisations monitored?

Has the quality of the work of any of any of the organisations producing care plans been audited either by the Authority or a third party? If so could you please supply copies of the audit reports.

Does the authority impose on organisations producing care plans any minimum requirements for the staff they use to produce the plans in terms of qualifications and experience? If so please supply a copy of the document in which this is set out and explain how the Authority monitors that its requirements are being observed.

Is the qualifications and experience required by the care planner the same for all kinds of needs identified by the assessment process and if not, what differences in qualifications and experience have been identified as necessary for which kinds of needs?

Are there any circumstances in which a Care Plan supplier would refer the need for it to prepare a plan back to the Authority.

Please supply the template used to specify a care plan for persons with learning disabilities and autism.
