As Part of the move to a co=operative council does Lambeth Council still have plans to "outsource" and "privatise by the back door" the processing of Parking representations and appeals by use of a management led Joint Mutual Venture.

The response to this question was understandably delayed as the head of parking has emphasised on several occassions the need to keep the matter/plans under wraps to avoid any problems. The Business management team have definite plans to create what , in order to ensure acceptance,is being called a "Mutual Joint Venture". This is according to their documented proposals a setting up of an external company with a contracted management team formerly employed by Lambeth, in alliance with private business (profit interest) and the current downsized back office staff being told it is a co-operative.
Presumably having thrown away their accrued employment rights by agreeing to this , the current back office staff will be replaced in the new company by cheaper outsourced labour as already proposed when the department was internal to Lambeth.
In this manner Lambeth Council maintain their high earning Parking frachise but avoid very expensive redundancy payouts.

The use of the term Co-Operative or Joint Mutual Venture is a concocted and contrived smokescreen whereby Lambeth disguise the proposed outsourcing and privatisation of the parking processes to Companies such as NSL and avoid and redundancy repurcussions on the council.
