I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the following.

The details we require are:

• Does NWSSP look after procurement of teleradiology reporting services for all the NHS Trusts in Wales?

• The Start date, duration and end date of any contracts with tele-radiology providers?

• The name(s) of teleradiology providers who have provided services to NHS Wales over the past three years.

• The value in GBP Stirling (£) of the teleradiology contract(s) per annum for the past three years (2018, 2019, 2020 - separately please).

• The total projected/estimated value in GBP Stirling (£) of the teleradiology contract(s) over the life of the contract (including optional extension years if applicable).

• Was the contract(s) procured via a framework, and if so, which framework?

• Is there an exclusivity arrangement or contract in place with any teleradiology providers? If so, which one(s)?

• If there is an option to extend a providers contract, what is the specific trigger for exercising this option and what is the process for doing so?

• At what stage in the contract can an extension option be exercised (eg. 24 months after the start)?

• What was the procurement process to select the teleradiology provider(s)? Please detail:

o Was there a mini-competition to consider all eligible providers?
o Which providers were shortlisted for the contract?
o Was the tender advertised publicly or any of the teleradiology providers approached privately to provide technical details or pricing other than available on the framework ?
o Who specifically was involved in the procurement process (specific Trusts and/or people)?
o Did the framework provider give advice to NWSSP regarding which provider to choose, or was this sought?
o Can you provide notes and documentation regarding the procurement of teleradiology services?

Dear Mr Hetfield,

Your request was received on the 20th April 2021 and the clock started the next day, counting 20 working days (less the bank holiday on the 3rd May) the deadline is tomorrow (19th May 2021).

At present, I am awaiting final approval of the response and as indicated to you during my earlier acknowledgement, Procurement Services is under a lot of pressure during the pandemic and this is currently still the case and there could be a slight delay in response. However, we work to provide information in a timely manner and sometimes this does slip. A copy of the acknowledgement is attached for your records.

I will be in touch as soon as I have the information ready to release.

Q1.  Does NWSSP look after procurement of teleradiology reporting services
for all the NHS Trusts in Wales?

 

Yes

 

Q2. The Start date, duration and end date of any contracts with
tele-radiology providers?

 

The contract commenced on 1 November 2019 and has a duration of 3 years
with an option to extend for 2 years. The contract will expire on 31
October 2024

 

Q3. The name(s) of teleradiology providers who have provided services to
NHS Wales over the past three years.

 

The service provider over the past 3 years has been Everlight.

 

Q4. The value in GBP Stirling (£) of the teleradiology contract(s) per
annum for the past three years (2018, 2019, 2020 - separately please).

 

2018 – £4.32m

2019 - £4.92m

2020 – circa £4m

 

Q5. The total projected/estimated value in GBP Stirling (£) of the
teleradiology contract(s) over the life of the contract (including
optional extension years if applicable).

 

Based on non-Covid related historic data, this figure would sit at circa
£24.6m, however this is purely an estimate.

 

Q6. Was the contract(s) procured via a framework, and if so, which
framework?

 

Yes, via the Health Trust Europe Framework Agreement

 

Q7. Is there an exclusivity arrangement or contract in place with any
teleradiology providers?  If so, which one(s)?

 

Yes, there is an exclusivity clause, it offers exclusivity to the
contracted provider for all radiology reporting services in Wales. The
exclusivity clause applies to the contracted provider (Everlight).

 

Q8. If there is an option to extend a providers contract, what is the
specific trigger for exercising this option and what is the process for
doing so?

 

There is an option to extend; the option to extend was triggered following
a request by the Health Board and Trusts within NHS Wales.

 

Q9. At what stage in the contract can an extension option be exercised
(eg.  24 months after the start)?

 

There is not a set point at which an extension is triggered; this is
contract specific.

 

Q10. What was the procurement process to select the teleradiology
provider(s)?

 

The process was a direct award via the Health Trust Europe Framework
Agreement.

 

Q11. Was there a mini-competition to consider all eligible providers?

Q12. Which providers were shortlisted for the contract?

 

Please refer to question 10.

 

Q13. Was the tender advertised publicly or any of the teleradiology
providers approached privately to provide technical details or pricing
other than available on the framework?

 

The process was not advertised publicly as it was a direct award from the
Health Trust Europe Framework Agreement.

 

Q14. Who specifically was involved in the procurement process (specific
Trusts and/or people)?

 

All Health Boards and Trusts played an active role in the re-procurement
of this service. This would have involved Senior Radiographers, Heads of
Radiology, Directorate Manager, etc.

 

Q15.      Did the framework provider give advice to NWSSP regarding which
provider to choose, or was this sought?

 

The NWSSP requested an evaluation be undertaken of Framework award options
based on the Framework providers understanding of the needs of NHS Wales

 

Q16. Can you provide notes and documentation regarding the procurement of
teleradiology services?

 

The papers in respect of this procurement have been attached.

 

Under Section 16 of the Act, in our duty to advise and assist all
applicants under the guidelines of the Freedom of Information Act (2000)
