Outsourced Radiology Reporting Mini Tender

I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the following.

This is a follow-up to the response received to FOI request referenced below, regarding outsourced radiology reporting.

Can you please provide the following information:

- What was the basis and trigger for awarding Evenlight a two year extension to their initial three year contract, which was not due to expire until Nov 2022?

- Does the Everlight contract include exclusivity clauses, and what is the basis for being able to award exclusivity to Everlight?

- You've stated the contract awarded to Everlight was via a 'mini tender', rather than a direct award via framework. Please provide the following information regarding the mini tender process:

1. Which companies were invited to partake in the mini tender and how many partook?
2. The date of issuing and the return date of ITT documents relating to the tender process.
3. The process and manner of alerting the market to the mini tender, to allow companies to participate. eg. Publishing through OJEU?
4. The the exact scoring methodology of the tender (technical, price breakdowns etc)
5. The total value of the 5 year contract awarded via the mini tender.
6. A copy of the ITT documents.

Trust's response to your original request which we received on 28/04/2021.

• Does the Trust make use of outsourced tele-radiology reporting services
for either overnight on-call (emergency) or routine radiology reporting
(or both)?

• If you do make use of tele-radiology reporting, please provide the names
of the providers of each service (on-call and elective separately please)?

• If you do make use of tele-radiology reporting services, please provide
the annual volumes for both 2019 and for 2020 sent to each provider,
broken into the following:

o Overnight on-call

o Elective Reporting (MRI, CT)

o Plain Film Reporting

o Split into each hospital within the Trust

• Start date, duration and end date of any contracts with tele-radiology
providers?

• Was the contract procured via a framework (direct award, which
framework?), mini-tender, or ITT procurement process?

• Who is the senior officer (outside of procurement) responsible for this
contract?
